Position Summary:
The Manager of Infrastructure is a management position responsible for the formulation and delivery of the Bowen Island Municipality (BIM)’s Infrastructure and Asset Management program, and accountable for overseeing the delivery of infrastructure works by qualified professionals in accordance with applicable standards and regulations.

NATURE AND SCOPE OF WORK:
The Manager of Infrastructure will provide leadership and oversight in the areas of municipal infrastructure and asset management, including municipal water, drainage, wastewater collection, roads, buildings, parks, and landscape maintenance. This role will be responsible for supporting the planning and execution of capital infrastructure projects as well as leading the development of a comprehensive asset management program. Other responsibilities may include policy and bylaw development, program planning, budget management, administration, and operational direction of the Municipality’s public works, water distribution, storm and wastewater collection system and maintenance functions. The Manager of Infrastructure is responsible for supporting the DoE to accomplish department objectives and goals within guidelines established by the Council and the CAO.

CORE RESPONSIBILITIES:
Infrastructure & Asset Management

Lead the development and implementation of a comprehensive asset management strategy for all municipal infrastructure systems, including roads, drainage, water, wastewater, buildings, marine infrastructure (piers, wharves, and docks), and parks.
Direct long-term capital planning and lifecycle replacement strategies to ensure infrastructure sustainability and fiscal responsibility.
Oversee the assessment, prioritization, and delivery of infrastructure renewal and upgrade projects.
Monitor infrastructure performance and condition data, using enterprise asset management systems to inform investment decisions.
Oversee compliance with applicable regulatory and technical standards through qualified professionals and regulatory authorities.

Project & Financial Management

Plan, manage, and deliver capital and operating projects on time and within budget.
Prepare and manage departmental budgets, ensuring alignment with strategic priorities and infrastructure needs.
Lead the procurement process for engineering and public works services, including RFPs, tenders, and contract administration.
Identify and pursue external funding opportunities in collaboration with finance and senior leadership.

Policy & Regulatory Oversight

Develop and recommend policies, bylaws, and operational procedures related to infrastructure services and asset management.
Oversee compliance with applicable legislation, safety regulations, and environmental standards through qualified professionals and regulatory authorities.
Represent the department in dealings with the public, stakeholders, and government agencies.

Engineering & Technical Services

Oversee the review of engineering designs, development applications, and construction plans prepared by qualified professionals.
Oversee inspection processes carried out by qualified personnel and consultants to confirm general conformance with project requirements.
Oversee and integrate technical input from qualified professionals into subdivision approvals, land use planning, and infrastructure development.

Strategic Support & Collaboration

Serve as a key advisor on infrastructure planning and project delivery, incorporating technical input from qualified professionals as required.
Participate in corporate planning initiatives, strategic reviews, and cross-departmental projects.
Periodically act as the Director of Engineering in their absence.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:

Expertise in municipal infrastructure systems, capital planning, and asset management best practices.
Working knowledge of engineering standards related to roads, utilities, drainage, and facilities.
Experience leading diverse public works and engineering teams in a municipal setting
Strong project management and budgeting skills with a focus on efficient service delivery.
Familiarity with infrastructure asset management tools (e.g., CityWide) and GIS.
Skilled communicator with experience presenting to Council, committees, and the public.

DESIRED KNOWLEDGE, SKILLS & ABILITIES:

Knowledge of standard contract forms and specifications such as MMCD and CCDC.
Knowledge of Geographic Information Systems and software, such as those created by ESRI.

REQUIRED TRAINING, EDUCATION AND EXPERIENCE:

Familiarity with enterprise software (e.g., Microsoft Office, ArcGIS, CityWide).
Valid BC Class 5 Driver’s License.
WHMIS and knowledge of WorkSafeBC regulations.

DESIRED TRAINING, EDUCATION AND EXPERIENCE:

An engineering degree in civil engineering is the preferred discipline, and registered status as a Professional Engineer with the Engineers Geoscientists (BC) is required. Other similar disciplines such environmental and geological engineering will also be considered.
Minimum 5 years of progressive municipal experience, with at least 3 years in a management role.
Certification in asset management or infrastructure planning considered an asset.
Certification or strong experience in project management considered an asset.

WORKING CONDITIONS:
Full-time position based at Municipal Hall (Monday – Friday, 8:30 AM – 4:30 PM), with hybrid options available.
Occasional evening or weekend work may be required.
Employees may be required to complete training and participate in emergency response roles as needed.
