ABOUT THE JOB: In accordance with established vision, mission, focus and values of the agency, the Director, Recovery and Community Integration provide operational, clinical, and strategic leadership to support the development, implementation, and evaluation of specialized supported employment and psychosocial rehabilitation services- within multiple Primary Care Centers and bed-based treatment and recovery services across the province. Specific responsibilities include engagement, program development, continuous improvement, operational oversight of research and program service delivery, program evaluation, outcome management, financial and reporting management, and quality assurance for two provincial projects. The projects are funded by the Ministry of Social Development and Poverty Reduction, involving a research component. DUTIES AND RESPONSIBILITIES: The Director has five key areas of responsibility that are considered critical to the success of the mission of CMHA BC: • Clinical and Operational Team Leadership, • Strategic Project Leadership, • Finance and Reporting, • Staff Management, and • General Administrative and Ad Hoc Operational Duties. Clinical and Operational Team Leadership • Lead with positive energy, creativity and teamwork among employees and provides a psychologically healthy and safe workplace. • Champion implementation of evidenced based psychosocial rehabilitation services, including the Individual Placement and Support (IPS) model and other mental health services to support recovery and vocational outcomes. • Develop, implement, and evaluate program strategies, goals, objectives, operational procedures, policies and curricula that are included as deliverables in programs contracts and that meet or exceed accreditation standards. • Ensure outcome and output data for two research projects are collected and reported on according to established internal and funder timelines. • Provide liaison between CMHA and the programs’ community partners, ensuring that there is agreement and understanding of the service’s policies and goals for implementation of supported employment mental health services across the two different service landscapes-Primary Care and Bed-Based Treatment and Recovery settings. • Provide leadership and support to facilitate integration and collaboration to best meet client needs within the Primary Care setting and the Bed-Based Treatment and Recovery setting. • Provide support to both internal team and local leaders regarding program delivery or resolving local issues that may arise with community partners. • Ensure that program promotional materials are produced and distributed. • Represent the program and CMHA at community groups and committees, providing education and consultation regarding the IPS model and the principles of recovery-oriented vocational rehabilitation. • Ensure close and ongoing clinical support to staff regarding individual service planning development and service delivery. • Specifically, provide Occupational Therapy lens and expertise to support the delivery of model of care as per contracts. • Support professional development and growth of staff providing service delivery within Links to Employment program and the bed-based treatment and recovery centers. • Oversee and support up to 25 staff members. • Ensure that regular program evaluations are compiled and distributed. • Ensure reporting to funders is accurate, completed and delivered in a timely manner. Strategic Project Leadership • Provide strategic advice and counsel to the Chief Executive Officer on the status of the project-both the program delivery and research components of two significant contracts- Links to Employment and Bed-Based Treatment and Recovery projects. • Support and prepare briefings with provincial, health authorities, and other officials in reporting on the status of the program delivery and the research component of each project. • Monitor best practices are psychosocial rehabilitation and supported employment to ensure high quality service delivery aligned with these best practices. • Develop and recommend the strategic goals of the research project, analyzing and balancing community and client needs, funding opportunities, overall CMHA strategic goals, and other relevant factors. • Represent the project within CMHA, to funding bodies and organizational stakeholders, and generally to the wider community. • Develop and maintain relationships with leaders in the vocational rehabilitation field provincially and locally. • Responsible for contract management and negotiating terms. • Ensure program and research project align with contract deliverables. Finance and Reporting • Develop the annual project budget for two projects, monitor spending against these budgets, and make changes as needed because of any variances. • Review monthly financial reports and financial forecasts to ensure spending is within budget, adjust as needed to be in line with budget for each project, and flags significant discrepancies. • Oversee the administration of Bed-Based Treatment and Recovery funds in accordance with contractual, operational, and funder requirements. • Responsible for working with the financial departments of 4 CMHA branches, approximately 5 Bed-Based Treatment and Recovery Centres, along with several other key partners (e.g. primary care centres, UBC), to ensure timeliness of financial statements and reporting, as required for funders. • Accountable for maintaining positive relationship with project funder and that reporting requirements are met to satisfaction. Staff Management • Manage department staffing including interviewing, hiring, ongoing training and performance management. • Provide clinical support to all staff, including oversight of service delivery of specialized mental health employment services at all 4 Links to Employment programs, and at 5 Bed-Based Treatment & Recovery Centres, at various locations across the province. General • Organize and chair monthly staff meetings, and partnership meetings; • Attend committee meetings, and others as required; • Produce regular activity reports, timesheets, expense forms, etc. as required; • Reinforce and model work-related behavior and interpersonal skills; • Represent the agency in a professional manner; • Provide cover for other program staff as appropriate and required; • Complete First-Aid, Non-Violent Crisis Intervention Training, and Suicide Awareness Training and/or any other training as deemed appropriate by the employer; • Other related duties as appropriate and required. ABOUT YOU: • A master’s degree in occupational therapy or another health or social services field and current designation as a registered health professional with a recognized college. • Additional education or training in leadership; • Minimum 7 years supervisory and/or leadership and program coordination experience in a clinical setting, including at least 3 years of recovery-oriented supervision and coordination. • Extensive experience in Psychosocial Rehabilitation and Vocational Rehabilitation programming for individuals with a serious mental illness. • Demonstrated ability to oversee multiple government contracts and execute deliverables; • Demonstrated budget setting, monitoring, and problem-solving abilities. • Experience supervising and/or managing unionized staff. • Excellent working knowledge of Psychosocial Rehabilitation (PSR) and Individual Placement and Support (IPS) principles and ability to translate them into interdisciplinary settings. • Demonstrated program evaluation, continuous program improvement and research skills. • Ability to work effectively as part of a team as well as independently. • Excellent communication skills, both written and verbal. • Demonstrated skill in word processing and spreadsheet computer applications. • Fluency in a second language is an asset.
