DUTIES:
Reporting to the Executive Director, Economic Development, the incumbent will be the champion of and the chief advocate for the City’s four master plans related to Environmental Sustainability and Climate Change: 1) Environmental Master Plan (2017); 2) Community Energy Plan (2017); 3) Corporate Climate Action Plan (2017); and 4) Climate Change Adaptation Plan (2020) as well as the City’s Climate Change Emergency Declaration. Will be responsible for the supervision of the two full time staff (Environment and Sustainability Coordinator and the Community Energy Plan Administrator) as well as co-op students and event volunteers. Will lead the implementation of the master plans and act as an Environmental and Climate Change Focal Point, communicating the City’s desire to continuously improve its environmental performance while maintaining the corporate focus, and setting an example for the community’s overall environmental performance. Will coordinate all City departmental activities that support the implementation of the master plans, and track, monitor and report on, the status of completion of identified Action Plans. Will also be responsible for the following tasks: develop strategic responses, approaches and implementation plans/policies/procedures relating to environmental issues impacting City departments and the community; oversee the implementation of and monitor the effectiveness of the master plans, including tracking and monitoring the state of completion of the action plans and oversight of Environmental Attitudes Surveys and State of the Environment Reports; research best practices, innovative work in other municipalities, funding possibilities and education material/activities; develop and coordinate advertising material, news releases, community outreach, (public events – e.g. Earth Day, open houses, etc); prepares publications, documents and training manuals regarding environmental issues; project manages the development of local sustainable Heat Alert & Response Program along with the Windsor Essex County Health Unit. Circulate environmental information to staff and train staff on the master plans; prepare reports to Council related to the master plans, including reviewing and reporting on indicators, writing EMP Implementation status reports and reviewing and updating the actions included in the EMP based on the results of the status reports; act as liaison between staff and council; liaise with stakeholders and interested community members in Windsor; liaise with other municipalities; will be required to attend meetings off site and occasionally after regular business hours. Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program. Will perform other related duties as required.
QUALIFICATIONS:
- Must possess a University degree in Environmental Engineering, Environmental Science, Urban Studies or other related discipline, or Ontario Ministry of Education equivalency and a minimum of four (4) years of experience in environmental management or sustainability with a demonstrated commitment to the environment
- Must hold a current registration/membership, or proof of eligibility for registration, in an appropriate professional association (i.e. PEO, RPP)
- Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's Licence is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment
- Must possess excellent written and verbal communication and media relation skills, the ability to work both independently and as a member of a team, strong organizational and problem solving skills
- Must have knowledge and experience related to environmental and policy-planning issues including knowledge of environmental regulations, policies and guidelines.
- Must be proficient in Windows based software including the Microsoft Office Suite of Products, namely, Teams, Word, Excel, Outlook, and Power Point
- Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work
- Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program
- Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset
- Supervisory experience considered an asset
- Municipal environmental and sustainability planning experience considered an asset
- The physical demands analysis associated with this job indicates a sedentary level of work
