Reporting to the Supervisor, Business Services Division (BSD), this lead hand position assists with the management of activities in the division to ensure the accountability and financial integrity of transactions under Ontario Works while maintaining quality service.
The incumbent will:
- Provide functional guidance and direction to staff which involves problem solving and making decisions
- Supervisory coverage in the Supervisor's absence
- Assist the Supervisor in the re-assignment of workload and staff due to absences and operational needs
- Assist the Supervisor in providing orientation, training and coaching to new staff and existing staff for policy, procedural and program changes and implementation
- Facilitate team work and maintain effective communications with internal and external colleagues
- Act as a resource to staff and the Supervisor to identify staff development, training opportunities, process gaps and in identifying future divisional direction as issues and perspectives of different stakeholders arise
- Act as a resource and Local Business Expert (LBE) in problem solving and information sharing related to financial activities for Ontario Works (OW), collection procedures and the various computer systems such as Social Assistance Management System (SAMS), Social Assistance Legacy Information (SALI), Royal Bank Electronic Payment Manager, and Emergency Cheque Management System (ECMS), Versatile, Payment Account Tool (PAT) and Prepaid Management Application (PMA)
- Conduct comprehensive file analysis, retroactive budget calculations, reconciliations and quality assurance reviews to identify effectiveness or deficiencies of programs, processes and determine adherence to legislation and policies, assist in the development of new policies and processes
- Liaise with collection agency, Provincial, Finance and Legal staff in the execution of court orders and collection activities
- Participate in the departmental progressive excellence activities and in other focus/working groups as assigned
The successful applicant will possess:
- A post-secondary 2-year Diploma in Administration or Accounting or an equivalent combination of education and experience
- Experience with functional supervision, collection and general accounting activities
- Sound knowledge of the Ontario Works legislation, policy and directives relative to divisional responsibilities
- Knowledge of Regional and other departmental and divisional policies and procedures related to our divisional responsibilities including but not limited to, Income E Employment & Housing Support Division; Finance Dept. accounts payable / financial reconciliation, Legal Dept. Small Claims & Family Court
- Knowledge of other relevant legislation and programs related to our divisional responsibilities including but not limited to Ontario Disability Support Program (ODSP); Municipal Freedom of Information and Protection of Privacy Act; Bankruptcy and Insolvency Act
- Proficiency in computer software programs/applications including but not limited to MS Word & Excel; MS Outlook; web based software applications including SAMS, SALI, Royal Bank Electronic Payment Manager, ECMS, Versatile, PAT, PMA, and Caseworker Technology (CWT)
- Knowledge of team building and project management principles and techniques
- Excellent interpersonal, verbal and written communication skills including highly developed conflict resolution skills
- Advanced analytical and problem solving skills with the ability to make effective decisions
- Effective time management and multitasking skills
- A Valid Class G Ontario Driver's License
