Project Overview
Project: Data Management & Geospatial Services Platforms – Continuous Improvement
The Ministry’s Data Applications and Geospatial unit requires a senior consultant to lead the ongoing enhancement, sustainment, and expansion of its Azure-based enterprise data management platform. This role will define the vision, roadmap, and execution strategy for an enterprise-scale Azure and Databricks platform supporting data governance, analytics, AI-driven automation, and cross-ministry system integration.
Must-Have Qualifications
Education
- Bachelor’s degree in Computer Science or a related field. (Yes/No)
Certification
- TOGAF certification. (Yes/No)
Work Experience
- 4 years – Advanced engineering experience with Azure and Azure Databricks (cluster tuning, autoscaling, security, Key Vault, encryption, CI/CD, DataOps, monitoring, cost optimization).
- 4 years – Designing and operating data pipelines using Databricks (PySpark/SQL, DLT, workflows), ADF, APIs, Event Hubs, and Functions.
- 5 years – Enterprise and solution architecture for Azure-based data platforms (compute, security, networking, cost governance, scalability).
- 4 years – Deep Databricks data architecture experience (Medallion, Delta Lake optimization, DLT orchestration, data quality, schema evolution, Unity Catalog governance and secure sharing).
- 10 years – Leadership experience advising senior executives and architecture boards, influencing strategy and enterprise technology decisions.
- 5 years – Enterprise systems integration experience (e.g., ServiceNow using Talend) including API ingestion, CDC pipelines, event-driven patterns, secure auth, and governance compliance.
- 5 years – Leadership mentoring data engineering and analytics teams, enforcing best practices, code standards, and scalable architectural patterns.
Nice-to-Have Qualifications
- 10 years – Direct engagement with business/government clients, translating complex data concepts into strategic insights.
- 2 years – Designing enterprise geospatial solutions and integrating location intelligence in data workflows.
- 2 years – GitHub (source control) and GitHub Copilot experience.
- 1 year – AI/ML for data engineering applications (anomaly detection, predictive monitoring, AI-assisted transformations).
- 2 years – BI/analytics solutions (dashboards, reports) supporting decision-making.
- 2 years – Esri ArcGIS Enterprise experience.
- 2 years – Experience with Service Management processes/tools, particularly ServiceNow ESM workflows.
- 5 years – Working with environmental datasets (air, water, land, minerals).
- 8 years – Advanced data modelling (dimensional, semantic, entity, ontology, canonical models).
