Job Description Reporting to the Manager, Communications and Content Design, the Senior Communications Advisor works in a fast-paced environment, developing communication strategies and products from inception to implementation.
The incumbent performs the following duties:
- Develops and implements communications strategies and plans in support of client-facing or corporate-wide initiatives.
- Develops communications products and coordinates related Communications activities, including linguistic, design and web publishing services.
- Provides strategic communication advice and recommendations to clients, Library managers, senior executives and the Parliamentary Librarian
- Drafts strategic messaging and advises the Parliamentary Librarian and Library’s senior executives in dealing with situations or crises that have the potential to affect the Library’s reputation
Qualifications Education :
- A degree from a recognized post-secondary institution in communications or a related field OR an acceptable combination of education, training and experience.
Experience :
- A minimum of three (3) years of communications experience
- Experience in providing strategic communications advice to senior management and executives
- Experience in developing communications strategies and products (i.e.: speaking notes, social media posts, internal messages to employees etc.)
- Experience in providing feedback to clients on draft communications products
- Experience developing and maintaining relationships with colleagues, stakeholders and external partners

Operational Requirements :
- On-site presence required a minimum of three (3) days a week.
Conditions of Employment :
- A second-language evaluation (Bilingual staffing – imperative): CBC/ CBC.
- A successful pre-employment security screening.

Education and experience requirements will be used to determine which candidates will be asked to participate in the next stage of the selection process.
This selection process may include a second-language evaluation, a written exam, and an interview. The interview will consist of behavioural, situational and knowledge-based questions. Candidates will be required to pass each stage in order to move to the next stage of the selection process.
Qualified candidates from this selection process may be considered for determinate or indeterminate positions at the Library of Parliament that require similar knowledge and/or competencies.
Satisfactory references and proof of education are essential conditions of appointment.
