The Health & Safety Manager is responsible for developing, implementing, and maintaining the companys Occupational Health & Safety (OHS) program for civil construction operations across British Columbia. This role ensures compliance with WorkSafeBC regulations, the Workers Compensation Act, and applicable COR standards, while fostering a strong safety culture across all job sites.
We are currently looking for a Health and Safety Manager to lead and further develop our Occupational Health and Safety (OHS) Program. Speers Construction is looking for a strong communicator who will lead and promote a strong safety culture.

Expectations and Key Responsibilities
- Develop, implement, and continuously improve the companys Occupational Health and Safety (OHS) program
- Maintain and update policies, procedures, safe work practices, and hazard assessments specific to civil construction projects
- Develop and deliver safety orientation for new employees, and ongoing training for employees, supervisors, and subcontractors
Site Safety
- Conduct regular site inspections, safety audits, and hazard assessments on all active projects
- Identify unsafe conditions or practices and work with site supervision to implement corrective actions
- Monitor high-risk activities such as excavation, traffic control, confined spaces, heavy equipment operations, and environmental hazards
- Ensure operations team prioritizes safety and reinforces the safety culture
Incident Management
- Lead investigations of incidents, newar misses, and occupational illnesses
- Complete WorkSafeBC reporting and documentation requirements, and follow up with any claims
- Develop corrective and preventative action plans
COR & WorkSafeBC Liaison
- Manage and maintain the companys COR certification, including audits and documentation
- Act as the primary point of contact with WorkSafeBC, industry associations, and external auditors
- Support claims management and return-to-work programs
Qualifications and Knowledge
- Diploma or certificate in Occupational Health and Safety preferred
- 5 years of experience in health and safety
- 1-3 years management experience
- Professional communication skills - both oral and written, with the ability to manage conflict effectively and deal with challenging conversations with ease.
- Organized and high attention to detail.
- Background in civil construction considered an asset
- Advanced knowledge of applicable Federal and Provincial OH&S legislation (WorkSafe BC).
- Advanced and broad understanding of safety requirements in civil construction environment.
- Advanced written and verbal communication skills, ability to communicate effectively with various team members across different departments
