Job Summary:
Reporting to the Chief Administrative Officer (CEO) and Stoney Tribal Administration (STA), this position is responsible for directing the Public Works services on the Stoney Nakoda Nation, located in Mini Thni, AB (formerly Morley, AB). The Director of Public Works will conduct all budgeting, planning, organizing, directing, coordinating, and maintain financial control of the Stoney Nakoda Public Works Services operation on the Nation, including support to the Eden Valley and Big Horn reserves when needed.
Tasks, Duties and Responsibilities:
Public Works
· Plans prioritize, and implement public works services and maintenance (incl. construction programs)
· Advise Public Works Committee (PWC) and CAO on all public works departmental activities
· Develop policies and procedures: examples – OH&S, vehicle certifications, maintenance programs
· Direct the activities of all public works Managers to efficiently and effectively service the community
· Responsible for interacting with Nation members and responding to needs and/or complaints
· Other duties as required
Budget
· Prepare and present departmental budget for Leadership, Public Works Committee, CAO, and CFO
· Monitor and manage budget, once approved, ensuring all STA policies are followed
· Prepare and submit funding submissions, agency business plans, etc., for funding from Indigenous Services Canada and other possible funding sources
Business and Operational Planning
· Develop a business plan and ensures alignment with ISC financial guidelines
· Evaluate the program and develops and maintains an operational work plan that addresses deficits
· Develop an Asset Management Plan pertinent to Mini Thni Public Works operations
Staff Supervision
· Manage a multi-disciplinary team environment
· Provide leadership and management to the program’s staff by supervising, coaching, and mentoring
· Assess the competencies of staff and identifies strengths and areas for development by creating individual performance plans
· Participate in staff recruitment
Communication:
· Liaise and maintain communication with Band programs, government agencies, community services, and other related organizations
Skills & Qualifications:
· Minimum of Grade 12 or Grade 12 Equivalency, with post-secondary education an asset
· Minimum of 3-5 years management experience
· 5-7 years of experience working for a First Nation
· Experience in Public Works operations, vehicle operation and maintenance, and construction is an asset
· Strong verbal and written communication skills,
· Strong knowledge of Microsoft Office
