The Opportunity
Reporting to the Chief Operating Officer, you will be responsible for the development, implementation and
administration of the Asset Management Program for lnnServices' water and wastewater infrastructure as well
monitor and manage projects related to existing infrastructure condition assessments, enhancements and
replacement. This program will include Asset Management Policies, Strategies and Plans and the supporting
frameworks required for effective asset management practices (e.g. systems, processes, procedures) for water
and wastewater assets. This role will serve as a subject matter expert for asset management and help define
required asset management functions and links to long-term financial planning for the prioritization of
investments in asset lifecycle activities.
Responsibilities include, but are not limited to:
- Develop and maintain an asset management plan for lnnServices' water and wastewater assets as
required to comply with relevant legislation and guidelines and to facilitate effective decision making
concerning the timing and prioritization of asset lifecycle projects and associated budget development
and long-term financial plans.
- Responsible for leading and supporting the development of an asset management information system
(which includes a Computerized Maintenance Management System, asset analytics, GIS, etc.) and
developing policies, procedures, strategic objectives, performance indicators, risk assessment and
lifecycle strategies. - Responsible for collecting, maintaining and evaluating complete and accurate asset management data.
- Collaborates with various service area resources on development, implementation and administration
of asset management framework and asset management plan content for each asset category
including service levels, performance measures, risks, demand drivers and data improvement plans. - Collaborates with the Corporate Services Leads on corporate software used for the asset management
information system and with Corporate Finance on the integration of asset management data with
tangible capital assets data. - Oversees and performs inspection of water and wastewater infrastructure to maintain accurate
condition information for individual assets. - Identifies critical assets with consequence of failure to recommend and prioritize appropriate
operational repairs and/or capital works - Responsible for the use of external technical and engineering related consulting resources engaged by
the service area, providing direction and monitoring their activities and budget - Engages in full project management process for lnnServices related infrastructure projects ensuring
that lnnServices' interests are addressed and provide regular updates on the progress of projects. - Conducts periodic reviews of all asset management data and performs analysis to identify gaps and
opportunities for improvement of data quality. Provides recommendations to management and
manages development and execution of workplans to implement corrective measures and ensure
continuous improvement of asset management data and practices. - Researches and identifies grant opportunities to fund asset management projects and works
collaboratively with departments to prepare and submit grant applications and manage grants
received. - Manages, reviews, analyzes and/or directs the review of technical studies and reports pertaining to
asset management, and provide comments and/or recommendations respecting same. - Prepares reports and conducts research in order to satisfy inquiries by lnnServices Board or establish
direction through lnnServices Board motions. - Participates in the education and training of staff, Board members and other stakeholders on asset
management practices and program. - Works with Corporate Purchasing and departments on the preparation, review and administration of
tenders, RFPs, technical specifications, contract documents, etc. related to asset management
initiatives and contracts. - Responds to enquiries, delivers presentations, prepares for and attends meetings and liaises with the
general public, other departments, levels of government, utilities, consultants, developers,
contractors, etc., on matters relating to asset management. - Provides input into the Capital Budget. Monitors and tracks project budget, finances and schedule.
Identify problems, develop and evaluate options, and implement solutions utilizing reason, judgment,
and prescribed resources - Develops, reviews, establishes and recommends changes to engineering standards, design criteria and
construction/tender specifications. - Performs other duties as may be assigned in accordance with corporate objectives.

Qualifications & Core Capabilities:
- Knowledge of municipal infrastructure and water and wastewater assets
- Thorough knowledge of relevant legislation governing water/wastewater management and operation.
- Familiar with municipal asset management principles and practices, asset lifecycle costing methods
and relevant legislation, guidelines and policies. - Knowledge of Risk Management principles and application to asset management practice would be an
asset. - Demonstrated ability to initiate and execute projects using sound project management methods would
be an asset. - Detail oriented with excellent organizational skills, with strong ability to work independently, adapt to
changing priorities and schedules, and effectively manage multiple, competing tasks. - Exceptional interpersonal and communication skills with ability to interact effectively and courteously
with individuals, groups, senior management. - Advanced skills with Microsoft Office applications and experience with GIS, databases and asset
management systems. - Availability to attend evening meetings or other events, if requested.
- Excellent interpersonal, project/time management, analytical, communication, presentation,
organizational, administrative, public/media relations and problem-solving skills. Ability to deal
independently, courteously and professionally in any situation. - Ability to interact effectively and courteously with all levels of staff and contacts in a Customer Service
focussed environment; build cooperative, collaborative working relationships with internal and
external customers. - Computer literacy utilizing word-processing, spreadsheet, presentation and database software, and
the Internet. Thorough knowledge of Windows Microsoft and Office applications. - Proficiency in the field of information management systems (i.e. relational databases, GIS, SCADA,
Computerized Maintenance Management Systems, Customer Relationship Management systems,
Financial Systems)
