CityHousing Hamilton (CHH) is the third-largest community housing provider in Ontario and is responsible for delivering safe, well-maintained, affordable housing to residents across Hamilton. The Manager, Sustainability, supports CHH’s mission and strategic priorities through high-quality service and operational excellence.
SUMMARY OF DUTIES
Reporting to the Chief Portfolio Officer (CPO), the Manager, Sustainability is responsible for providing excellence in sustainability focused capital planning, project management, and procurement, across the CHH portfolio. The Manager will develop, procure, administer, and manage a full suite of projects for legislated and best practice-based planned capital work. The Manager will be responsible for a team of project management, financial, and building system professionals, and the contracting of third-party professional services firms and contractors for investigation, design, optimization and construction. The Manager is accountable for delivering cost-optimized high-quality repairs, upgrades, and optimizations that promote health, and provide climate resilience, adaptation, and mitigation.
The Manager, Sustainability works closely with staff across CHH, City departments, consultants, regulatory bodies, and community partners to ensure high-quality, cost-effective, and sustainability-aligned delivery of planned capital work. They work collaboratively to develop an informed capital repair and upgrade program that supports CHH’s Strategic Plan. The Manager builds understanding and consensus within the organization of the requirements to achieve a level of service commensurate with best-in-class buildings.
The Manager, Sustainability, possesses a high level of personal integrity and ethics and is an excellent communicator.
GENERAL DUTIES
Manages the day-to-day operations and direct supervision of staff to ensure that all functions of their jobs are carried out in a manner that is consistent with the culture, mission, and values of CHH.
Provides direction, leadership, and coordination of teamwork. Motivates and encourages employees to achieve high levels of performance and productivity through open and transparent setting of goals and expectations which are aligned to CHH’s Strategic Plan, and the Corporate and Division Priorities. Monitors and evaluates employee performance, career development and succession planning activities.
Fosters a pleasant, safe work environment which supports equity, diversity, respect, customer service, innovation, and quality of service.
Conducts regular staff meetings to ensure effective communication between individuals and teams. Identifies training needs; develops and implements annual training plans to address skills gaps and build capacity.
Provides leadership through coaching techniques, mentorship, and developing teamwork.
Manages delivery of planned repairs, upgrades, and optimizations to building systems and components, ensuring strong project leadership, change management, technical expertise, financial planning, and a commitment to results.
Works with Managers within the Portfolio and Operations Divisions to develop and coordinate asset management frameworks and standards, including for project management, procurement and contract management.
Leads the advancement of an innovative, comprehensive, and integrated, sustainability-focused planned capital strategy for CHH, focusing on proactive, planned repairs, upgrades, and optimizations across the building portfolio, including building automation and modern building systems capabilities.
Reviews, analyzes, and updates programs, standards, and procedures to support planned capital work, building reliability, and service continuity.
Oversees the development, implementation, and evaluation of KPIs for planned capital projects and sustainability. Monitors service standards for building conditions, vendor performance, implementation of continuous improvement, and reports to the Corporate Leadership Team and Board of Directors.
Consults with various CHH Sections, and key stakeholders, including the Portfolio Management Committee and Tenants First Team, when preparing planned capital strategy.
Leads the design and implementation of strategies to ensure continuous feedback loops and ensure public and external stakeholder input is considered and addressed in planning initiatives and projects; ensures best outcomes for CHH are attained.
Ensures adherence to project management best practices, including for project plan development, and project resource planning.
Leads the exploration and evaluation of opportunities to improve building performance, durability, occupant comfort, accessibility, energy efficiency, and climate resilience, adaptation, and mitigation through evidence-based building system planning and upgrades, including high-performing, future-ready components and automation systems that enhance long-term operational efficiency.
Provides oversight to the identification and advancement of funding and partnership opportunities that support CHH’s planned building retrofit and systems upgrade priorities, including to the preparation of funding applications, required reporting, and relationship management with program partners.
Directs staff to ensure that all necessary approvals from municipal, provincial, and federal bodies are secured in a timely and cost-effective manner and prepares reports for the CHH Board and City Council as Shareholder, in accordance with established requirements.
Leads the preparation of detailed cost estimates for planned building repairs, upgrades, and optimizations, business cases, and supporting documentation for approvals; participates in committees, task forces, work groups, and special projects, and represents CHH on external committees as required.
Monitors and verifies budgetary expenditures within section by carefully reviewing contract administration reports and cash flow projections monthly, to ensure appropriate in-budget spending and funding draws in accordance with contract administration and accounting best practices.
Provides strategic oversight of procurement processes and opportunities. This includes incorporating the use of industry best practices, such as fairness monitoring, standardized and progressive contracts, such as for Construction Management, Design-Build, and Integrated Project Delivery, as well as innovative quality and performance-based evaluation processes. Directs the preparation of terms of reference, procurement processes, and the management of consultants and contractors; monitors assignments, expenditures, and contract compliance.
Meets regularly with vendors and staff to review progress and quality of work and services, address deficiencies, and ensure contract compliance and service standards are achieved.
Provides guidance and oversight to communication strategies related to planned building work, including public, corporate, and tenant-focused communications.
Receives and answers inquiries from tenants, CHH staff, tenant community groups, CHH Board, City Departments, outside agencies, consultants, contractors, vendors, and Council as required.
Develops sustainability targets and provides advisory services within the organization to develop systems and capacity to achieve these goals, including support for utility and emissions-reduction initiatives aligned with long-term portfolio stewardship.
Provides oversight of the planning and coordination of work to ensure the least amount of disruption to tenants, including scheduling, site logistics, and tenant-facing communications in coordination with relevant sections.
Provides oversight of contract administration, including delegating and performing on-site visits to verify progress, quality, safety, and completion; tracks deficiencies and ensures timely close-out.
Ensures standards, quality and safety measures are adhered to, deficiency lists, and all work is complete and correct.
Provides and maintains a digital inventory of all assigned projects, including scope, schedule, budget, risks, approvals, and key documentation; provides regular verbal and written technical updates to the CPO.
Provides section input and recommendations to Development on building design and Building Systems and Preventative Programs and Building Services on maintenance, based on planned renewal, lifecycle and building-science considerations, accessibility, durability, and sustainability outcomes.
Develops existing building standards in coordination with the Portfolio Division, with cross organizational, sector, and industry consultation.
Maintains awareness of pertinent legislation and ensures compliance with legislation and associated regulations, such as the Housing Services Act, Residential Tenancies Act, Access to Housing guidelines, Ontario Building Code, Fire Code, Occupational Health and Safety Act, Hamilton Building Codes, Ontario Human Rights Code, Accessibility for Ontarians with Disabilities Act (AODA), Employment Standards Act, Privacy and Confidential Acts, and Safe Apartment Buildings By-Law.
Represents the department in Labour Relations issues including participating in Labour-Management meetings, assisting in negotiations for collective agreements, negotiates grievance settlements, interviews and appoints applicants to staff vacancies.
Ensures that employees are provided with and use the appropriate equipment, material and/ or procedures required to perform the assigned duties. Ensures that all employees perform work in accordance with applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures. Ensures that appropriate action is recommended for those employees who do not work in compliance with legislation, policies, and procedures.
Works in accordance with the provisions of applicable health and safety legislation and all City of Hamilton and CHH corporate policies and procedures related to occupational health and safety.
Performs other duties as assigned which are directly related to the responsibilities of the position.
QUALIFICATIONS
1. University Degree in Engineering, Building Science, Architecture, Construction Management, Facilities Management, or related field combined with previous progressive years of relevant capital delivery and sustainability experience, or an equivalent combination of education, qualifications, and relevant work experience.
2. Previous experience managing staff in non-union and unionized positions. Management experience in project management related to construction, procurement, and technical services would be an asset.
3. Demonstrated knowledge of and experience in interpretation and compliance with applicable legislation, codes, and industry standards for property and building administration of residential property, such as the Residential Tenancies Act, Housing Services Act, Access to Housing guidelines, standard lease agreements, Ontario Fire Code and the Occupational Health and Safety Act, Building Codes, normally acquired through the completion of relevant courses and relevant work experience.
4. Demonstrated knowledge of contract and vendor management practices related to procurement in the public sector would be an asset, including managing vendor performance.
5. Demonstrated knowledge and experience in estimating and budgeting procedures, including long-range capital planning, lifecycle planning, and project budget management.
6. Demonstrated record of strong leadership, sustainability expertise, technical competence, customer focus, team building, self-motivation, and commitment to results and continuous improvement, with progressively responsible experience in capital planning and delivery, asset management, building science, and complex multi-residential building system repairs, upgrades (structural, envelope, mechanical, electrical, life-safety), and optimizations.
7. Demonstrated supervisory, prioritizing, coaching, conflict resolution, leadership, and team-building skills along with demonstrated decision-making and problem-solving skills dealing with challenging situations. Proven ability to supervise staff in a unionized environment, including change management; political acuity; and the ability to negotiate, mediate, facilitate, and present information to varied audiences (elected officials, government representatives, partner agencies, management, staff, and the public).
8. Demonstrated strong digital and technological literacy, including proficiency in Microsoft 365, key business systems (project management, asset management, etc.), and emerging AI-driven tools that enhance decision-making, analysis, and service delivery.
9. Ability to work outside regular business hours, as required.
10. Must be able to travel between CityHousing Hamilton properties and other locations across the city in a timely and efficient manner as part of regular duties.
Salary Grade 8
Per annum
This salary is based on a preliminary evaluation. This position may be re-evaluated within six months of the filling of this position.
HOURS: 35 per week
