As a national advocacy organization for First Nations, the AFN seeks to advance First Nations Inherent and Treaty Rights through the development of policy, public education, and where applicable, the co-development of legislation to build First Nations capacity. The AFN was created out of a desire among First Nations leadership for a strong and effective collective advocacy organization. From this, values such as respect for human rights, diversity, justice, and the sovereignty of each rights-holding First Nation guide the work of the organization. Position Overview The Senior Policy Analyst conducts research, analyzes information, and provides recommendations for policy development, interpretation, and application in support of First Nations priorities. This position is responsible for achieving defined work plans and objectives that align with AFNs national advocacy positions, interests, and strategies. The role may require occasional travel. Specific Accountabilities Sector FunctionsGather and analyze complex statistical and qualitative information relevant to First Nations issues, reviewing existing research and writing reports on findings and conclusions.Develop and support policies by collecting and interpreting relevant data and engaging with key stakeholders.Make recommendations regarding policy, programs, processes, and procedures that impact First Nations.Collaborate with other AFN policy staff to ensure coordinated and coherent policy development across sectors.Maintain and update relevant datasets and information repositories.Participate in the development and implementation of sector-specific work plans.Contribute to team-wide strategic and tactical planning processes in alignment with First Nations priorities.Respond to information and action requests and communicate relevant updates across the sector and organizationDraft and edit briefing notes, speaking notes, and correspondence for senior management and leadershipBuild and maintain productive relationships and networks with First Nations communities at the regional and national levels.Plan, support, facilitate or lead meetings, engagements, and consultations with internal and/or external partiesProvide project management and technical support and/or leadership on sector-specific projects, ensuring projects are delivered on time and meet substantive and procedural expectations. This includes liaising with external contractors, tracking deadlines and resources, and monitoring products and activities to ensure high quality deliveries.Provide project management and technical support for AFNs procurement processes. Team FunctionsContribute to the development and execution of work plans within the sector and broader policy team.Collaborate with colleagues across AFN to ensure consistent policy approaches.Maintain sector-relevant data systems and support internal knowledge-sharing.Share expertise and support mentorship of new and/or junior staff Communication FunctionsBuild and maintain strategic partnerships with First Nations, both within communities and at regional and national levels, to gather and validate relevant information.Respond promptly to policy issues, action items, and requests for information, ensuring effective communication across AFN departments. Political FunctionsAttend Chiefs-in-Assembly meetings, committees, or working group meetings and prepare meeting summaries related to assigned policy areas.Represent the AFN at events, forums, or meetings as directed. Generic FunctionsParticipate as an active member of the policy team by contributing to planning and delivering strategic and operational goals aligned with First Nations priorities.Submit leave and administrative requests to the assigned Director.Other duties as assigned. Position AuthorityThe Senior Policy Analyst researches, analyzes, and advocates on issues relevant to First Nations and provides expert guidance to support informed policy development and decision-making. Knowledge, Experience, Skills & AbilitiesCandidates must have a post-secondary degree in political or social sciences, humanities, public policy, or municipal administration, or a related field. Candidates must also have a minimum 5+ years experience in conducting research, analyzing information and policy experience in First Nations communities, or equivalent combination of education and experience.Candidates will have demonstrated experience in writing proposals and reports, leading discussion groups, and synthesizing information into policy positions and documents.Candidates should also have experience in developing intergovernmental partnerships including CIRNA and ISC, First Nations governments and other First Nations governments and/or other related Federal and Provincial departments and their various programs and initiatives related to First Nations.Must have in-depth knowledge and understanding of First Nations housing and infrastructure issues.Superior verbal and written communication skills; and the ability to interpret material and policies for general and First Nation audiences.The incumbent must possess excellent team building, listening, coaching, group facilitation skills, and must have creative problem resolution skills.English is the working language although the ability to communicate effectively in French or any First Nations language would also be an asset Competencies:Strong team playerDemonstrated organizational and time management skills with the ability to multi-task and set prioritiesAttention to detail and demonstrated ability to gather and collate large amounts of informationAdaptable and flexibleCustomer service focusedProficient in English with French as an assetDemonstrated problem assessment and problem solving skills, demonstrates good judgement with logical resolutionsEffective planning and organizational skills for large scale reports, meetings and events.Knowledge of First Nations aspirations, values, culture and a good understanding of First Nations issues and concernsKnowledge of AFN philosophy, initiatives and policies regarding First NationsKnowledge of administrative management, systems development and operational researchKnowledge of concepts and fundamentals of financial managementKnowledge of First Nation language or French is an asset Diversity StatementQualified persons of First Nations Ancestry will be given preference in accordance with s.16(1) of the Canadian Human Rights Act.
