Operations Data Analyst

Salary Range/ Wage Rate: PG T26 $3,577.88 - $4,228.20 bi-weekly
Our Liquid Waste Services Department is seeking an Operations Data Analyst who will support asset management projects for sewer and drainage network assets through system data maintenance, geospatial analysis of assets, risk‑informed prioritization, and technical support for engineering review.
You are a motivated, detail‑oriented individual with a strong technical background, effective communication skills, and experience using data to support asset management initiatives in a collaborative, fast‑paced environment.
This role:
- Analyzes departmental business processes and system functionalities and makes recommendations to optimize data management processes; works with department staff to define business requirements, functional requirements and workflows; determines the feasibility of conversions or enhancements; and configures software to implement changes and liaises with technical specialists as required.
- Analyzes engineering operations data and develops analytics to support operational models and answer operational questions; extracts and transforms data from large datasets into operational insights; identifies opportunities for system efficiencies and controls from a technical and operations perspective; develops data models and performance indicators; and assists in determining preventative measures and areas for system development.
- Develops and designs complex databases to facilitate data collection, monitoring, and reporting processes; establishes reporting frameworks and ensures data integrity; configures data structures to integrate disparate datasets; develops automated processes or programming for data correction, control and integrity; converts and integrates data from external sources; identifies and pursues improvements to data management processes based on industry best practices.
- Coordinates the maintenance and repair of peripheral utilities data collection and monitoring equipment; identifies issues through remote data monitoring; troubleshoots technical issues and diagnoses equipment and communication problems; and liaises with technicians performing the repairs.
- Works collaboratively with technical staff on cross-functional projects and data initiatives; and oversees the work of external contractors engaged in data collection and processing, ensuring compliance with requirements.
- Liaises with a variety of internal and external contacts on matters related to the work; coordinates with member municipalities and consultants to collect, compile and share datasets; acts as internal expert for operational data issues; manages and responds to data requests.
- Prepares and maintains a variety of reports, statistics, records and technical documentation related to the work; develops and documents procedure and training manuals; provides support for contract procurement processes, including managing invoices within established budgets and answering inquiries related to the work.
- Performs related work as required.
To be successful, you have:
- University graduation at the Bachelor’s level in data science, computer science, engineering or a related field, plus sound related experience in data analytics and/or water, wastewater or utility operations; or an equivalent combination of training and experience.
- Thorough knowledge of the characteristics and capabilities of data management systems, related software and hardware components, and of the programming applicable to the work.
- Considerable knowledge of data and statistical analytical methods, processes and techniques required for the work performed, including data modeling, advanced analytics, and applicable programming languages, such as Python.
- Considerable knowledge of departmental functions and requirements, and of operational methods and procedures utilized by the department as it relates to the work performed.
- Sound knowledge of the problem definition, analysis and problem solving techniques related to the work.
- Ability to analyze data management systems and related business processes, and to recommend and implement changes to optimize processes, meet departmental requirements, and ensure data integrity.
- Ability to perform the data and statistical analysis required to support the evaluation of engineering systems and answer questions related to engineering operations.
- Ability to perform the technical analysis, troubleshooting and programming applicable to the work.
- Ability to collaborate with technical staff on cross-functional projects and oversee the data collection and processing of consultants.
- Ability to establish and maintain effective working relationships with a variety of internal and external contacts and to provide technical information, advice, and assistance on matters related to the work.
- Ability to communicate effectively orally and in writing and to prepare and maintain technical reports and systems documentation.
- Driver’s Licence for the Province of British Columbia.
