
Manager, Bylaw and Licensing Services
(Permanent Full-Time)

The District of West Vancouver is seeking applicants with strong leadership skills, expertise in conflict resolution and bylaw enforcement, and well-developed administrative abilities to fill the permanent full-time position of Manager, Bylaw and Licensing Services.
In this leadership role, the Manager, Bylaw and Licensing Services will oversee all operational and administrative aspects of the Bylaw and Licensing Services Department. This will include:
- Interpreting legislation, bylaws, and policy and applying them consistently and fairly and ensuring that practices comply with departmental policies, procedure, statutes, bylaws, and regulations;
- Reviewing and/or developing policies, procedures, bylaw regulations; and service improvements;
- Recruiting, training, supervising, and evaluating staff performance;
- Coordinating inspections;
- Preparing clear and concise reports, correspondence, and recommendations for senior leadership, adjudicative processes, or Council consideration;
- Preparing and monitoring departmental budgets;
- Working effectively and efficiently with the public to meet the needs of the community;
- Liaising with and developing strong relationships with the Police Department, Fire Department, other District departments and public groups/associations.
The preferred candidate will have a related degree/diploma plus experience in bylaw services or a related field. Demonstrated leadership and people management skills, with the ability to build and maintain effective relationships with Council, staff, external agencies, businesses, and residents is essential. The ideal candidate will have sound judgement, diplomacy, an understanding of the community, strong conflict resolution and de-escalation skills, and risk management. The successful candidate will hold a valid BC Driver’s License and is required to supply a Police Information Check and a copy of their credentials.

Exempt – Permanent, Full-time
Hours of Work:
35 hours per week (hours and days of work may vary)
Salary:
$113,113 - $127, 254 per annum
