GIS and Data Services Manager
Are you looking for an opportunity to lead a GIS team and make a meaningful impact by improving how departments use spatial and business data in their day-to-day work? The City of Delta is seeking an experienced GIS and Data Services Manager to lead the delivery and ongoing evolution of GIS and data services across the organization.
In this role, you will guide the City’s GIS and data capabilities forward in a measured and sustainable way, modernizing existing processes, improving access to data, and expanding the use of GIS tools across departments to support service delivery and decision-making.
Reporting to the Director of Information Services, you will provide leadership for the City’s GIS platforms, data services, and key initiatives such as NG9-1-1 readiness. You will work collaboratively with departments and external partners to deliver solutions that are practical, reliable, and aligned with municipal priorities. You will also foster a collaborative, service-oriented team culture and work closely with Information Services leadership to align GIS and data initiatives with broader corporate goals. You will play a key role in prioritizing GIS work across departments and influencing how GIS and data services are delivered and improved
Major Accountabilities- GIS Service Delivery and Platform modernization - Develop yearly strategy and workplan; leadership, coaching and management of direct reports; oversee GIS infrastructure, including ESRI, AutoCAD (Munsys), ArcGIS Online, VertiGIS and FME; leads vision, design and development of GIS applications and products to meet city and public requirements. Lead the modernization of GIS platforms by transitioning from legacy workflows to integrated, web-based solutions, improving data accessibility and usability, and delivering practical, high-value enhancements such as applications and dashboards.
- Data Management and Analytics - develops value-adding analytics and business intelligence supported by efficient and reliable data.
- Inter-Agency Data Partnerships and Governance - Build and maintain relationships with municipalities, agencies, and vendors; support initiatives such as NG9-1-1 readiness and ParcelMap BC; promote effective data sharing and governance practices
Required Knowledge, Skills and Abilities- Strong working knowledge of GIS within an ESRI/Vertigis based environment
- Experience leading or supervising staff, including coaching and performance management
- Ability to balance strategic thinking with practical, incremental implementation
- Strong collaboration skills and ability to work across a matrix organization
- Solid project and operational management skills
- Resourceful and pragmatic approach to working within budget constraints
- Excellent communication skills with the ability to translate technical concepts for non-technical audiences
- Experience working in or with local government or similar public sector environments is an asset
- Ability to navigate competing priorities across departments in a municipal setting
- Results-oriented with a strong focus on service delivery
Training and Expertise- A bachelor's or master's degree in geography, computer science, GIS or a related discipline, along with at least five years’ experience in a GIS and data services setting, including leadership experience
- Considerable expertise and training on ArcGIS, FME, Oracle and SQL databases
- Experience delivering business-focused GIS applications and data products
- Experience managing projects using Agile and waterfall methodologies
- Experience managing a small team
