POSITION OVERVIEW
The City of Maple Ridge is seeking a Senior Engineering Technologist – Utilities to perform senior-level technical, administrative, and fieldwork related to the planning and management of municipal infrastructure. This role supports a wide range of engineering functions involving storm and sanitary sewers, waterworks, and drainage.
The position is responsible for technical analysis, writing RFP’s and managing consultants, reviewing development servicing studies for technical compliance, supporting the City’s asset management program, conducting field inspections, and providing technical advice and recommendations related to municipal engineering and infrastructure planning.
What You’ll Do:
- Review engineering designs, drawings, servicing plans, and development servicing studies to ensure compliance with municipal bylaws, policies, and engineering standards
- Conduct field inspections to assess infrastructure performance
- Prepare procurement documents such as RFPs, RFQs, and RFIs, and support contract administration
- Provide technical expertise in areas such as waterworks, drainage systems, sewage systems, infrastructure modeling, GIS and data management
- Investigate infrastructure performance issues and provide recommendations for improvements
- Liaise with developers, consultants, contractors, utility companies, internal departments, and the public
- Prepare reports, technical documentation, and recommendations related to infrastructure planning, asset management, and engineering best practices
- Mentor and provide technical guidance to staff engaged in related work
KNOWLEDGE, SKILLS, AND ABILITIES
- Thorough knowledge of municipal design, engineering standards, land servicing and transportation infrastructure requirements and of bylaws, policies, regulations and permitting processes.
- Thorough Sound knowledge of municipal technical engineering practices related to waterworks, sewage collection, drainage, green infrastructure and infrastructure modeling transportation or capital project management.
- Considerable knowledge of the methods, materials and equipment used in construction within the municipality and of survey methods and functions.
- Sound knowledge of the functions and responsibilities of various internal departments and external agencies as they relate to the work performed.
- Sound knowledge of computer techniques and processing procedures related to the work.
- Ability to provide advanced technical expertise and independent decision making to oversee large scale infrastructure projects and manage multiple initiatives.
- Ability to manage complex, large-scale municipal and transportation engineering projects and to ensure adherence to technical requirements, budgets and timelines.
- Ability to independently evaluate and resolve complex engineering and transportation issues, providing authoritative recommendations and solutions with minimal supervision.
- Ability to assess infrastructure capacities and to evaluate development and transportation impacts.
- Ability to prepare and maintain records, comprehensive reports, correspondence, recommendations and various other materials related to the work and to carry out assigned projects.
- Ability to effectively communicate orally and in writing and to maintain effective working relationships with internal and external contacts, developers, consultants and the public.
- Ability to obtain, interpret, collect and analyze technical, statistical, costing and related data and information.
- Ability to develop and recommend updates to engineering policies, regulations and procedures to support municipal strategic objectives.
- Ability to lead, mentor, guide and oversee the work of project teams and technical subordinates engaged in related work.
- Ability to conduct site inspections, assess compliance and enforce municipal engineering regulations effectively.
DESIREABLE EDUCATION AND EXPERIENCE
Graduation from an Institute of Technology with a Diploma in Engineering Technology or related discipline, plus considerable related municipal experience including experience managing complex municipal projects and leadership in mentoring and training technical staff; or an equivalent combination of training and experience.
LICENCES AND CERTIFICATES
Certification or eligibility for certification as an Applied Science Technologist (AScT) within the Province of British Columbia, or Engineer in Training (EIT) with Engineering and Geoscientist of BC.
Class 5 Driver’s License for the Province of British Columbia.
