THE ROLE:Reporting to the Associate Director, Finance, the Senior Manager, Financial Reporting and Operations is responsible for financial reporting and accounting operations for Douglas College. This includes financial reporting in compliance with the prevailing accounting standards and regulations, management reports to support financial monitoring and decision making, internal controls, external audit, accounts payable and receivable, tax compliance, capital reporting, and treasury services. This position is responsible for managing the systems and processes related to accounting records and financial transactions.
The Senior Manager, Financial Reporting and Operations also supports the Associate Director, Finance, in meeting the fiduciary duties of the Board’s Audit, Finance and Investment Committee.
MAJOR RESPONSIBILITIES:Under the direction of the Associate Director, Finance, the Senior Manager, Financial Reporting and Operations is responsible for:
Financial Reporting- Produces timely and accurate accrual based financial reports to internal and external stakeholders. Reports include the College’s annual audited financial statements, Ministry of Advanced Education, Skills and Training (AEST) quarterly appendix C, quarterly interim financial statements, quarterly capital cash flow, annual statement of financial information (SOFI), annual supplemental financial information report (SFIR), annual CRA registered charity information return, Statistic Canada survey reports, and other ad hoc Ministry requests.
- Has a strong understanding of the College’s funding model and related cost drivers.
- Works collaboratively with the Budget and Planning team to ensure understanding of budgets, budget assumptions, and the material performance of actual to budget results.
Accounting- Develops and implements new methods, policies and procedures to improve efficiencies, establish best practices and standardization for financial management and improved internal financial controls within the College.
- Ensures all reports are prepared in compliance with generally accepted accounting standards (GAAP), public sector accounting standards (PSAS), not-for profit accounting (NFP) and regulations applicable to B.C. public sector.
- Monitors regulatory changes and reporting requirements and implements appropriate systems to capture financial information necessary.
- Research Public Sector Accounting Board (PSAB) requirements for B.C. financial reporting to AEST.
- Research HST/GST/PST legislation for public sector and write for relevant rulings as needed.
- Subject matter expert on domestic and international taxation issues. Ensure compliance and reporting to regulatory governments.
Leadership and Administration- Leads and supervises unionized support staff including recruitment and selection, training, performance planning, evaluating and disciplining where appropriate.
- Provides training, training opportunities and guidance to staff to enable them to perform their job duties and stay current in their position.
- Directs professional development and continuous improvement in each of their direct reports.
- Establishes clear performance expectations for each direct report to ensure the realization of the strategic and operational objectives.
- Ensures that direct reports are appropriately adhering to policies & procedures, and meet service excellence standards.
- Contributes to effective employee and labour relations by administering the collective agreement, representing management in the grievance process and consulting with Human Resources regarding collective agreement interpretation, as appropriate.
- Establishes annual performance goals in conjunction with the Associate Director, Finance; reports on progress against those objectives semi-annually and annually; conducts a parallel performance management process with own direct reports.
- Establishes a high personal standard of performance by actively participating in relevant educational seminars and training programs.
- Completes training in support of College policies and strategic objectives. These include cyber security, PSAS and GAAP accounting standards, internal controls, data governance, employee training programs, data analysis, supervision, performance management, enterprise risk management, ethics, and environmental and social corporate responsibility.
- Monitors and uphold adherence to College’s financial management policies, procedures, and processes to ensure accuracy and quality of financial information.
- Recommends improvements to address changes in the risk environment arising from changes to both internal and external environment.
- Ensures best practices in financial reporting and accounting functions of the department.
- Participates in the development of financial policies, accounting guidelines, and standard operating procedures (SOP).
- Participates in the College’s strategic plan initiatives and business projects that affect the Senior Manager, Financial Reporting and Operations’ scope of responsibility.
- Develops a solid understanding of business objectives and ensures that business decisions are in alignment with College policies and objectives.
- Provides explanations and analyses as requested to the Associate Director, Finance, to support their oversight responsibilities and develops reports to meet business objectives.
- Develops and maintains key internal relationships to ensure service excellence standards are provided to internal clients.
- Liaises and maintains positive relationships with external contacts including the College’s financial services providers, investment fund managers, other Post-secondary institutions, and government contacts.
- In absence of the Associate Director, Finance, may assume the responsibility of Acting Associate Director.
Data and Information Integrity- Leads the effective and efficient use of the College’s financial systems to ensure financial transactions are recorded and reported in accordance with legal and regulatory requirements.
- Provides leadership on projects that enhance the efficiency and effectiveness of operational processes and procedures as they relate to financial resources.
- Develops ad hoc financial reports and queries as required to provide financial analysis and information to senior leadership team and budget account holders.
- Adheres to the College’s Records and Information Management (RIM) policy.
- Regularly reviews the system of internal controls with every change in the configuration of software systems both internal and external.
- Administers and maintains Banner Finance and FAST security.
- Provides training for FAST and Banner to employees.
- Participates in decisions involving ERP maintenance, upgrades, new module implementation, and future projects. Actively contributes to needs requirements, software evaluation, testing, and implementation.
Other related duties- Plans, manages and undertakes special projects and other initiatives, as assigned.
- Actively models the Douglas College Core Competencies;
- Performs other related duties as required.
EDUCATION, EXPERIENCE AND SKILLS- A university degree from a recognized institution combined with a CPA designation, current and in good standing with CPA Canada.
- A minimum of five (5) years of relevant experience in a mid to senior-level financial position in the areas of budgeting, planning, financial reporting and analysis.
- An equivalent combination of education and experience may be considered.
- Demonstrated ability to supervise and lead including the ability to mentor and develop staff, train employees and organize and assign work.
- A minimum of two (2) years of supervisory experience required in a unionized environment, preferably in a public-sector entity.
- Knowledge of budget development, financial accounting, forecasting, financial management, internal control systems and generally accepted accounting principles.
- Advanced proficiency in spreadsheet and relational database software to compile, quantify and illustrate complex financial and non-financial reports.
- Strong technical abilities and financial systems experience, including Microsoft Office, and integrated ERP systems.
- Able to design, implement and evaluate complex financial and non-financial data, reporting methods and procedures.
- Excellent communication skills (oral, written, and presentation).
- Strong problem-solving and analytical skills.
- Strong organizational and prioritizing skills and the ability to work well and make decisions under pressure and meet tight deadlines.
- Able to establish and maintain effective working relationships with all College personnel and the external community.
- Able to be a team player with excellent interpersonal skills.
