Overview
Reporting to the Deputy Corporate Officer, the FOI & Privacy Assessment Coordinator will oversee the daily operations of the City’s Privacy Management Program to ensure compliance with the Freedom of Information and Protection of Privacy Act (FOIPPA). The incumbent will handle FOI application requests from start to finish (interpret and apply FOIPPA regulations, work with staff and Council to obtain responding records, review & analyze documents for disclosure or withholding and draft all necessary documentation through the FOI process). Additionally, the role involves drafting and reviewing the City’s Privacy Impact Assessments (PIAs) and policies / procedures related to FOI. Collaboration with other departments, external organizations and the Office of the Information and Privacy Commissioner (OIPC) is essential. The position also entails providing information, advice and training of staff and the public on FOIPPA regulations. The role operates with considerable independence within established legislation, procedures & policy.
Qualifications
- Completion of Grade 12, supplemented by completion of relevant post-secondary courses in local government, business, or legal administration; or equivalent combination of training and experience
- Minimum of 2 years of recent related experience with FOI work in this capacity
- Knowledge of statutory requirements under FIPPA with knowledge of best practices, principles, and processes applicable to FOI in BC Local Government
- Experience working with the Office of the Information and Privacy Commissioner (OIPC)
- Experience in undertaking and reviewing completion of Privacy Impact Assessments (PIAs)
Requirements
- Handle information requests; interpret and apply FOIPPA regulations; analyze complex data for release
- Recommend information disclosure or withholding; and draft all necessary documentation
- Draft and review Privacy Impact Assessments (PIAs) (catch up work to be done in this area)
- Draft and review policies and procedures related to Freedom of Information (FOI) requests and processes
- Provide information advice, and training to staff and the public on FOIPPA regulations.
- Collaborate with other departments, external organizations, and the OIPC.
- Ability to work under pressure and to exercise tact and persuasiveness in dealing with contentious matters.
- Ability to provide guidance to staff, including training sessions on FOI processes and regulations
- Ability to communicate effectively, both orally and in writing
- Considerable knowledge of business English, spelling, punctuation and of modern office practices and procedures
- Ability to work under pressure to meet deadlines of multiple priorities
