Reporting to the IT Projects Supervisor,
The Incumbent will:
- Act as a liaison between departments, business stakeholders, technical teams, vendors, and external partners, and Corporate Services - Information Technology (CS-IT) staff to ensure technology solutions align with organizational strategy, architecture standards, and customer service expectations.
- Lead the end-to-end project lifecycle for multiple concurrent technology initiatives, including discovery, requirements gathering, design, implementation, transition to operations, and project close-out.
- Develop, maintain, and manage project artifacts such as charters, schedules, budgets, RAID logs, communication plans, change requests, and status reports.
- Facilitate the definition of project scope, goals, deliverables, and success criteria, working closely with leadership and stakeholders to develop full-scale project plans.
- Manage scope, timelines, resources, dependencies, risks, and issues to ensure successful and timely project delivery.
- Lead and facilitate project meetings, workshops, design sessions, sprint ceremonies, stakeholder reviews, and executive updates.
- Oversee vendor and consultant deliverables, ensuring compliance with statements of work (SOWs), contracts, timelines, and quality standards.
- Analyze end-user and business requirements; translate them into actionable technical plans; and contribute to systems analysis, solution design, prototyping, testing, and implementation.
- Review and assess technical documentation, architecture diagrams, and solution proposals to ensure completeness, alignment with IT standards, and long-term sustainability.
- Apply a strong understanding of IT infrastructure, including servers, networks, cloud platforms, cybersecurity, identity management, and endpoint technologies, to guide design discussions and evaluate technical decisions.
- Support and contribute to risk assessments related to security, performance, availability, data integrity, and change impacts.
- Lead change management activities, including stakeholder engagement, communications, training planning, readiness assessments, and adoption support.
- Ensure smooth transition-to-operations by coordinating handoffs to support teams, developing runbooks, and ensuring knowledge transfer and operational readiness.
- Participate in departmental strategic planning, business improvement initiatives, and the development of information systems strategies, architecture, and technology roadmaps.
- Prepare reports, presentations, guidelines, and correspondence to support decision-making and communicate project and program outcomes.
- Liaise with internal branches, departments, external agencies, municipalities, and partner organizations to share information, identify integration opportunities, and promote best practices.
- Participate on multi-disciplinary teams, task forces, and committees as required.
- Develop and support customer service strategies to ensure technology services meet internal and external needs and comply with organizational service standards.
The successful applicant will possess:
- A four-year degree in Business Administration, Information Technology or Computer Science or related discipline or
equivalent combination of education and experience.- Project Management Professional (PMP), Certified Business Analyst Professional (CBAP) or Certification of Competency in Business Analyst (CCBA) is preferred.
- Information Technology Infrastructure Library V4 (ITIL) Foundation Certificate is considered an asset.
- Demonstrated experience with information systems project management, including successful completion of technical projects.
- Proven ability to lead cross-functional project teams, vendors, and subject matter experts, providing strong project leadership without requiring hands-on technical execution.
- Extensive experience developing and maintaining project governance artifacts such as project charters, business requirements documents, functional and non-functional requirements, project plans, schedules, communication plans, risk mitigation strategies, and user acceptance testing plans.
- Strong experience gathering, analyzing, and documenting business and system requirements, workflows, business processes, and use cases.
- Experience developing and monitoring business plans and budgets for information systems programs.
- Advanced proficiency with project and documentation tools such as MS Project, Visio, Excel, PowerPoint, Word, and related analysis and modeling tools.
- Exceptional communication, facilitation, and stakeholder management skills, with the ability to translate complex technical concepts into clear, business-friendly language.
- Strong analytical, problem-solving, organizational, and prioritization skills, with a structured and strategic mindset.
