SUMMARY OF DUTIES
Reporting to the Corporate Security Specialist (Operations & Investigations), Corporate Safety & Security , this position is responsible for ensuring effective day to day security operations through a variety of functions and activities including the supervision of uniformed security guard services, third party contract management, event management services, client driven security support requests, process reviews, benchmark research, incident response, reporting and data management where the Corporate Safety & Security office is engaged including the enforcement of security related policies and procedures which may include staff and public based confidential information. The Project Manager will be responsible for the overall delivery of efficient, seamless security services through effective management that addresses reliability and efficiency of the services being provided to internal and external clients.
The Project Manager will be responsible for the creation of service level standards, standard operating procedures, service delivery audits and will act as the Corporate Safety & Security operational lead in partnership with local Police and internal City clients.
The Project Manager will work in collaboration with highly focused project teams for planning and or response management events that will include leaders from Senior Leadership and staff from all City divisions.
Engage and support the application of uniformed security guard services, policy enforcement, proactive service measures and provide subject matter expertise recommendations related to Threat Risk Assessments of properties and spaces owned and or occupied by the City of Hamilton as a subject matter expert.
This position will have regular access to sensitive, confidential and personal information related to the City, its daily business and associated risks.
GENERAL DUTIES (INCLUDING, BUT NOT LIMITED TO)
Management and coordination of outsourced corporate security guard service contract(s). Enforce contractor obligations related to contractual agreements, subject matter expertise and safe work environments. Chair and coordinate team meetings as associated to current contracts and assigned projects.
Maintain strong working knowledge of the applicable federal and provincial legislations related to the municipal Security including the Criminal Code of Canada, Canadian Charter of Rights and Freedoms, Private Security and Investigative Services Act, Municipal Act and the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA). This position may be required to represent the City in judicial process through Superior and Provincial Offences court subpoenas.
Maintain strong working knowledge of including industry of best practices, service deployment strategies and legal responsibilities. Respond to incidents, emergencies and or requests for assistance in accordance with this role and assigned responsibilities.
Support parallel Corporate safety & Security office staff resources in the delivery of event planning, incident response, project management and delivery verification with operational resources, tools and best practices knowledge.
Conduct business line specific performance audits and reviews to identify trends and service deficiencies and duplications and provide direction and recommendations to action redeployment and efficiency practices. Represent and provide business line specific training and instructional support to Corporate safety & Security Office stakeholders and clients related to safe office environments, incident management response and event analysis to provide mitigating recommendations for change.
Support the development, enforcement and continued review of Corporate safety & Security Office Policies and standard operating procedures related to City wide programs.
Provide subject matter expertise and support for various plans and proposals involving environmental construction and refresh projects, including Crime Prevention Through Environmental Design (CPTED) and safe work environment practices. Present complex concepts to stakeholders through reports and proposals demonstrating leadership in effective decision making and budget applications.
Collect and provide analytical support related to KPI information in the development of budget proposals and the distribution of operational service (human security capital) assignments. Provide regular reports of performance-based data to management for review and use in internal communications and external facing dashboard media portals.
Engage and participate in the application and continued development of the Corporate safety & Security Office section goals and objectives, while applying and adhering to the Divisional and Departmental business plans, and the City of Hamilton Strategic Plan and Priorities.
Liaise with City staff, community stakeholders, organizations and contractors in a productive and professional manner. Remain confident in your position and expertise, with compassion and courage. Act as a key source of contact for the Investigations and Records Management business line and provide strong leadership through guidance, advise and support during active incidents and post event analysis.
Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.
Assist the Corporate Security Specialist with responding to and managing Corporate safety & Security Office needs related to emergency response requirements. On a rotational basis, take on the role of On Call Corporate safety & Security Office representative threat and risk advisor to determine next steps to mitigate risk during special and professional game events and in relation to serious security incidents.
Performs other duties as assigned, which are directly related to the major responsibilities of the job.
QUALIFICATIONS
- Proven knowledge of Physical Security Practices & Administration, Criminal and Provincial Offences Law application normally acquired by obtaining a post-secondary education in Criminology, Business Administration, Municipal Government Administration, Security Management or equivalent combination of related education and experience, or a demonstrated combination of work.
- Demonstrated competencies in project management, that includes demonstrated experience and working knowledge of uniformed security guard services, event planning and critical incident response management.
- Demonstrated experience in working with various Security related technologies including surveillance systems, incident management software, access control systems and other office-based technologies.
- The Project Manager must possess a high level of professional business acumen and have highly effective relationship building and communication skills.
- Professional Certifications in related fields would be considered an asset.
- Demonstrated knowledge of relevant Procurement By-Laws, Provincial Legislation and industry-based standards related to security equipment is preferred.
- Experience with managing Operating and Capital budgets as well as supervising and overseeing third party vendors and staff is required.
- Experience working in a large cross functional government environment including navigating through legislative requirements and general government process is considered an asset. Experience in working in a municipal environment is preferred.
- Self-motivated with results-oriented personality that works well in a fast-paced environment with multiple competing deadlines is required.
- Excellent written and verbal communication skills. Demonstrated facilitation and presentation skills subject matter expert in the physical security practice.
- Demonstrated ability to challenge, lead and inspire change and foster innovative approaches to challenges.
- Ability to produce professional written reports and business cases in justification of projects and other security initiatives with a budget impact.
- Thorough knowledge of Microsoft Office tools including Word, Excel, Power Point, Visio and MS Office Project.
- Ability to work in a security environment that operates 24/7/365.
- Possession of a non-probationary Ontario G class driver’s license, or advance level designation.
