ABOUT TSAWWASSEN FIRST NATION
Tsawwassen First Nation (TFN) is a proud Coast Salish nation with our land base situated in Tsawwassen, B.C. In 2009, the Tsawwassen First Nation Final Agreement came into effect – this treaty was the first modern urban treaty in BC and the first treaty to be successfully negotiated through the BC Treaty Commission process. The Treaty provides us municipal, provincial and federal types of jurisdiction over a land base of 724 hectares.
POSITION SUMMARY
TFN is seeking a motivated and experienced Project Manager to join our engineering team. This is an exciting opportunity to take a leading role in delivering high-impact municipal infrastructure, parks, facilities, and development-related capital works that directly shape one of Canada’s fastest-growing municipalities.
We are open to candidates with a P.Eng. or AScT designation (or equivalent experience) who bring strong capital project delivery and construction management experience in a multidisciplinary environment.
In this role, you will lead the planning, design coordination, procurement, and construction of a diverse portfolio of capital projects. You will work closely with consultants, contractors, internal stakeholders, and senior leadership to deliver projects safely, on time, and within budget.
This position is well suited for someone who enjoys both technical project leadership and hands-on delivery, and who thrives in a fast-paced, collaborative municipal environment.
DUTIES AND RESPONSIBILITIES
- Lead and manage capital projects from initiation through design, construction, and close-out
- Develop and maintain project scope, budgets, risk registers, and schedules
- Oversee procurement processes including RFQs, RFPs, bid evaluation, and contract award
- Manage consultant and contractor performance, including review of design and construction deliverables
- Review and provide technical feedback on consultant engineering drawings, reports, and other design deliverables to ensure compliance with TFN standards, applicable codes, and project requirements
- Coordinate multidisciplinary project teams and ensure clear communication of project objectives
- Support value engineering and identify cost-effective design and construction solutions
- Monitor project costs, verify invoices, and support financial reporting and approvals
- Ensure compliance with applicable codes, standards, bylaws, and TFN requirements
- Prepare technical reports, Executive Council reports, and public/stakeholder communications
- Participate in meetings with Executive Council, internal departments, consultants, and the public
- Support asset management planning and post-project evaluations
- Provide occasional technical guidance and field support during construction
- Contribute to continuous improvement of project delivery processes and standards
- Manage multiple concurrent projects in a dynamic environment
- Support emergency response activities when required
QUALIFICATIONS & SKILLS
- Diploma in Civil Engineering Technology (AScT) or Bachelor’s degree in Civil Engineering (or equivalent)
- Minimum 10 – 12 years of experience in capital project delivery including construction contract administration
- Strong experience in municipal design infrastructure
- Strong experience managing multidisciplinary infrastructure, building, or development projects
- Demonstrated ability to lead consultants, contractors, and project teams effectively
- Strong understanding of construction methods, contract administration, and project controls
- Experience in municipal or public sector projects is an asset
- Excellent communication, negotiation, and stakeholder management skills
- Ability to manage competing priorities and deliver results in a fast-paced environment
- AScT or P.Eng. designation (or eligibility)
- PMP or CCM designation considered an asset
- Valid BC Driver’s Licence and ability to attend project sites as required
WORKING CONDITIONS
- Monday to Friday 8:30am to 4:30pm
- Work is performed primarily indoors in an office environment
- Off-site travel and extended hours are occasionally required for meetings, field inspections, and attending conference and training events
- Following the first 3-month probation period, this position may be eligible for a hybrid work arrangement, subject to operational needs and organizational priorities
COMPENSATION
- $105,000 to $125,000 per annum. Placement within the pay scale is based on a review of skills, experience and internal equity
- Annual cost of living increases
- BC Municipal Pension Plan – employee contributes 8.61%, employer contributes 9.31%
