ABOUT THE ROLE

The Senior Manager, Human Resources will possess a comprehensive understanding of human resource management and focus on organizational development, change management, and learning initiatives. This individual will be accountable for delivering high-quality people strategies and services to achieve organizational goals and departmental objectives.

Reporting to the Director of Human Resources, the Senior Manager, Human Resources will collaborate closely with Centre leadership to address diverse people-related issues and support the achievement of business objectives. This role will involve providing daily oversight and management to direct reports, requiring exceptional decision-making skills and a strategic approach to human resources management.

KEY RESPONSIBILITIES

Recruitment, Onboarding and Off-Boarding: Manage end-to-end recruitment processes, facilitate seamless onboarding experiences, and oversee efficient off-boarding procedures.

  • Lead and oversee effective recruitment processes, ensuring a consistent flow of qualified candidates and fostering equity, diversity, and inclusion.
  • Manage off-boarding procedures to ensure adherence to HR administration processes and support managers throughout the recruitment process.
  • Collaborate with HR team members to align recruitment, onboarding, and off-boarding policies with organizational goals and initiatives.

Organizational Development & Learning: Facilitate organizational development initiatives and promote continuous learning opportunities to enhance employee growth and effectiveness.

  • Ensure the quality and effective implementation of HR and Organizational Development (OD) services for Centre management and staff, cultivating leadership capability, and serving as the primary consultant for change management strategies.
  • Oversee the development of training calendars and Centre-wide programs aligned with the OD strategy, including recommendations for facilitators and participation in training design.
  • Collaborate with the Director of HR to support the implementation of the organizations talent management program, including leadership development initiatives.

Health and safety: Implement and oversee comprehensive health and safety protocols to ensure a secure and healthy work environment for all employees.

  • Lead the occupational health and safety portfolio to ensure compliance, proactive risk management, and injury prevention, resulting in cost-effective WSIB administration and employer leadership at the JOHS committee.
  • Support managers in implementing the Centre's Workplace Violence Prevention policies and procedures and contribute to the organizational review of health and safety policies and programs.

Employee Relations: Cultivate a positive and productive workplace culture by facilitating effective communication, resolving conflicts, and promoting employee engagement and satisfaction.

  • Develop and implement people management strategies to achieve Centre goals and objectives.
  • Utilize insights and best practices to execute effective employee relations strategies.
  • Coach leadership on performance management and staff engagement, incorporating anti-oppression frameworks and legal compliance.
  • Foster a positive, equitable, and inclusive work environment that promotes employee well-being.
  • Manage employee relations processes, including engagement surveys and performance evaluations.
  • Provide guidance on attendance management, return-to-work processes, and interpretation of policies and legislation.
  • Offer guidance on collective agreements, policies, procedures, and employment legislation for organizational compliance, while contributing to labor relations strategy and tactics for the Centre.

HRIS Management: Oversee HRIS strategic management, ensuring its effective utilization, customization, and alignment with organizational goals, while also serving as the primary point of contact for system-related issues and vendor liaison for enhancements and technical challenges.

  • Lead the overall management of the HRIS, managing the creation and implementation of HR modules in Dayforce HCM, and ensuring alignment with organizational needs.
  • Partner with payroll to develop and implement process changes, troubleshoot issues, and ensure system integration.
  • Ensure the appropriate system security levels for Dayforce HCM, while also creating and analyzing reports as required.

Administrative Management: Manage administrative functions to ensure efficient operations and support the smooth functioning of the organization.

  • Assist the Director of HR in revising, developing, and implementing HR policies and procedures, ensuring adherence to Collective Agreements and employment legislation.
  • Participate in preparing HR budgets, monitoring revenues and expenses, and ensuring compliance with employment-related legislation.
  • Serve as a trusted subject matter expert, supporting employees and managers in all areas, while leading the team to achieve Centre objectives and foster a culture of quality customer service, problem-solving, and innovation.

SKILLS AND QUALIFICATIONS

  • Bachelor's degree or equivalent in Human Resource Management or related field.
  • 3-5 years of experience in HR operations within a unionized environment.
  • CHRP/CHRL designation (or actively pursuing).
  • Demonstrated leadership abilities and/or prior managerial experience.
  • Proven success in developing organizational strategies, implementing change management initiatives, and overseeing performance management at a corporate level.
  • Extensive knowledge of relevant employment laws and regulations.
  • Exceptional interpersonal, communication, and organizational skills.
  • Strong presentation and analytical capabilities, with the ability to work independently and collaborate with various levels of management and staff.
  • Proven track record of exercising discretion and professionalism, particularly when handling sensitive or confidential matters.
  • Proficiency in Microsoft Office Suite, HRIS platforms, web-based communication tools, and other relevant software.
  • Experience in community health centers, healthcare, social services, or non-profit sectors would be considered an asset.

COMPENSATION AND BENEFITS

  • A competitive salary range between $91,845 and $108,054 annually, based on experience.
  • Competitive benefits package and a defined pension plan.

WORKING CONDITIONS

Parkdale Queen West CHC is open Monday -Thursday (9 am 8 pm) Friday (9:00 am to 5:00 pm. You will be based at the office located at 168 Bathurst Street Toronto, Ontario M5V 2R4, with occasional work required at different locations as necessary.
