Position Overview
The District of Elkford is seeking a permanent full-time heavy-duty mechanic or commercial transport mechanic in the Public Works Department to the district. Under the general direction of the Director of Engineering and Public Works, the Journeyperson Heavy Duty Mechanic’s primary responsibility is to oversee and conduct a wide range of skilled maintenance, repair, and technical work on District fleet. This position supervises mechanical contractors and is responsible for planning, scheduling, organizing, assigning, overseeing, and assisting in all work performed, while showcasing pride in the fleet to the public and employees. The incumbent provides input and assists in the development and execution of policies, procedures, and practices to improve the function and safety of the department’s day-to-day duties. Must have the ability to work in a fast-paced, public facing environment, that will require managing multiple priorities. This position requires strong skills and the ability to exercise sound judgment and take initiative. The Journeyperson Heavy Duty Mechanic has a responsibility for their own safety and the safety of others.
The Journeyperson Heavy Duty Mechanic is an effective team member whose contributions assist in the achievement of the Department and organizational objectives.
Key Duties and Responsibilities
- Contributes to the development and maintenance of the department’s asset inventory and assessment of existing fleet. Prepares and reviews lifecycle cost information for proposed and existing fleet.
- Builds and maintains effective communication and coordination with internal and external contracts including local, provincial and federal governments, other major services providers, consultants, contractors, District staff and the general public.
- Ensures the safety and security of operations staff, public, facilities and equipment by ensuring all safety and other work-related regulations and practices are adhered to; reports unsafe and/or insecure situations that may arise from time to time; implements emergency procedures as directed.
- Ensures that their work for the sand and gravel operation is being operated in accordance with the Mines Act and related regulations and code.
- Provides information and has input in the preparation of annual and long-range capital and operational budgets for the department, and monitors expenditures of allocated funds within the approved budget. Assists in the preparation of cost estimates and other reports as required.
- Provides input on the development of and carries out as directed the work as identified in short and long-term plans relating to public works fleet, equipment, and tools in support of strategic priorities; makes recommendations on service delivery options in response to changing needs and efficiencies.
- Assists in the development and implementation of operational policies, safe work procedures, standards, bylaws, and maintenance programs in accordance with regulations, and risk management policies and practices. Provides input to written work procedures for own area of responsibility as requested.
- Ensures conventional and electronic departmental data, documents, reports, drawings and correspondence are maintained in accordance with the District’s records management systems.
- Operates light and heavy trucks and equipment including grader, backhoe or excavator, loader, streetsweeper, hydroexcavator, Toolcat or skid steer, tandem trucks with airbrakes, single axle trucks with airbrakes, single axle truck with trailers over 4600kg, single axle trucks with trailers under 4600kg, and single axle trucks. Installs attachments such as plow blades, sanders/salters, snow blowers, etc.
- Performs routine maintenance and inspection, lubricating and fueling of equipment, installs and repairs chains and changes attachments such as snowplow blades, cutting edges, buckets, etc. Maintains records of time, equipment, materials, location of work, etc.
- Operates all Public Works small equipment and small power or hand tools.
- Responds to call-outs and emergencies. Is able to make decisions, repairs, and actions independently.
- Prioritizes work to ensure operations continue, especially critical fleet such as fire equipment, snow plows and Zambonis.
- Supervises the operation of the shop. Coordinates and determines the priority of servicing and maintenance, schedules preventative maintenance and maintains vehicle and maintenance records.
- Coordinates the inspection, servicing, maintenance and repairs of District vehicles and equipment. Troubleshoots mechanical problems, schedules the repair in-house or refers equipment to outside contractors. Inspects the work of service contractors and advises the Director of Engineering and Public Works or Operations Supervisor of any issues.
- Installs, tests, troubleshoots and repairs equipment, including engines, fuel and exhaust systems, electrical systems, hydraulic systems and cooling systems. Operates a variety of shop equipment, fabricates and welds materials.
- Repairs, replaces and adjusts mechanical and electrical equipment such as pumps, blowers and motors.
- Maintains and cleans shop and shop equipment to ensure the maintenance of a clean, safe work environment.
- Operates equipment essential to the performance of duties using hand tools, bench tools, power tools, measuring tools, fastening devices, testing equipment and other tools when required to complete repairs.
- Plans, organizes, and implements the District’s fleet preventative maintenance programs related to the District fleet including accessories and attachments, gas and other power tools, ensuring that programs are in accordance with the District’s vehicle preventative maintenance procedure. Plans, prioritizes and schedules repairs, tests and inspections in accordance with fleet maintenance manuals.
- Ensures complete records on equipment maintenance and repairs including preventative maintenance forms, vehicle condition reports, and labour, supply and material costs are documented and maintained. Assists in warranty claims where appropriate and prepares reports to the Director of Engineering and Public Works as required.
- Inspects, services, repairs and maintains all District-owned vehicles, equipment, power tools, hand tools, etc., and welds and fabricates repairs where required; tests repaired or serviced equipment for safe and efficient use.
- Hires contractors and service providers in accordance with the District’s purchasing policy; monitors and inspects contractor’s work and evaluates performance. Requests remedial work necessary to meet performance requirements.
- Ensures appropriate inventory of supplies, materials and equipment are maintained in accordance with the department budget. Identifies and requisitions parts, supplies, materials, and services from external vendors and service providers.
- Provides technical assistance and advice regarding fleet replacement, maintenance and repairs to superiors or staff, as required.
- Coordinates and communicates with other departments and supervisors as required on construction and maintenance activities related to District fleet, equipment and other related infrastructure, ensuring adequate resources are completed safely and efficiently.
- Reviews bids and quotes received.
- Ensures all of the fleet is safe and meets Motor Vehicle Act Regulations and schedules CVIP inspections.
- May supervise or provide guidance to other employees.
- Performs back-up functions and other related duties as assigned or required from time to time.
- Maintains in strict confidence private information and matters.
- Undertakes other assigned duties as required.
Typical Qualifications
Education & Certifications
- Completion of Grade 12 or equivalent.
- Journeyperson Red Seal Heavy Duty Mechanic or Commercial Transport Mechanic required.
- Dual ticketing as a Red Seal Light Duty Mechanic or Red Seal Welder would be a benefit although not required.
- Valid Class 3 (or equivalent) BC Driver’s License with air brake endorsement required.
- First Aid Level 1.
- Additional safety certifications preferred, including Fall Protection, Confined Space Entry and WHMIS.
- BC Commercial Vehicle Inspection Certificate would be a benefit although not required.
Experience
- Five years’ related experience in the applicable trade.
- Experience working in a municipal or multi-trade environment is an asset.
- Experience working on equipment such as graders, backhoes, excavators, loaders, skid-steers, street sweepers, hydroexcavators, garbage trucks, plow and sand trucks, generators, fire trucks, Zambonis, lawnmowers, etc.
- Experience in maintaining, repairing and diagnosing electronic diagnostic equipment, hydraulic systems, firefighting equipment and pumps, and highway maintenance equipment.
- Experience in fabrication and welding.
- Experience using a wide range of tools, equipment, and materials related to mechanics and electrical.
Knowledge, Skills & Abilities
- Moderate knowledge of the Worker’s Compensation Act and OHS Regulations, other applicable legislation, and related safe work practices.
- Basic understanding of project management and contract administration.
- Interpersonal, communication, presentation, problem-solving and decision-making skills.
- Demonstrated computer skills, especially email, Word and Excel, with the ability to learn new software.
- Basic ability to lead, coach, and motivate staff in a team environment.
- Ability to establish and maintain effective working relationships with representatives of external agencies, community and business groups, contractors, the general public and District staff.
- Experience and ability in the safe operation of a variety of equipment.
- Physical stamina and ability to work in various environments including heights, confined spaces, or outdoors in inclement weather.
- Ability to read and interpret construction plans, mechanical schematics, and technical manuals.
- Physical ability to lift heavy objects, work in awkward positions and confined spaces, frequently stand and walk through the day and work in inclement weather.
- Ability to work independently with minimal supervision or as part of a multi-disciplinary team.
- Considerable technical knowledge of standards and hands-on experience of methods, practices, materials, tools, and equipment as they relate to the position.
- Excellent problem-solving and diagnostic skills.
- Strong organizational skills with the ability to manage change, organize, and prioritize work to meet deadlines.
- Excellent knowledge of proper methods and procedures for mechanical maintenance and repair including hydraulic, electrical, computerized, and hydrostatic equipment.
Working Conditions
- Work performed in indoor and outdoor environments in all weather conditions.
- Exposure to dust, noise, vibration, fluids, and occasionally hazardous materials.
- May involve lifting heavy materials up to 50 lbs, climbing, and working at heights.
- Must provide mechanics tools required to do the job.
Rate of Pay
- Hourly wage: $49.28 - $51.42
- Dual ticket (light duty mechanic) premium: $3.00 if applicable.
