Flexible Work Agreement Type Hybrid / Hybride Posting End Date 2024-10-07 Job Grade L1 Zone B Pay Range Commensurate with Experience / Selon l’expérience Job Summary Job Summary Reporting to the National Manager, Airspace Development, the Manager, Military and ATS Regulatory Coordination provides liaison to the Canadian Military for NAV CANADA involvement in defense and security activities. They also provide operation direction, guidance, and support to the Altitude Reservation Units (ARUs) for the planning and approval of Altitude Reservations. This is a highly strategic role that directly supports NAV CANADA’s Operations in ensuring Canadian military operations are safely integrated into the Canadian air navigation system. This position is key in maintaining the strategic and operational relationship between NAV CANADA and DND. Close coordination is also required with Transport Canada in establishing guidelines and procedures for special aeronautical activities and identifying opportunities for possible regulatory enhancements. Aid and provide expertise as well as act as the liaison to the regulator in the development and maintenance of new and revised ATS rules, procedures, and standards for aircraft in domestic and international operations. Resolve reported system deficiencies with regards to regulatory or military coordination in consultation with stakeholders and site managers. Apply and enforce regulations, company operational policies in the body of rules, procedures and standards and their interpretation with regards to airspace. Ensure the promulgation and distribution of rules, procedures, and standards. As an expert, provide functional direction to regional staff on Military or Special Events. Provide explanations to airspace users on how regulations and standards are expressed in published procedures while building support for an improved framework. Provide subject matter expertise advice and guidance on Military or Special Events matters with respect to airspace control issues, including liaison and coordination of all issues involving Canadian military activities requiring ATS standards and procedures intervention and represents Canada’s commitment to the provision of service in domestic and international airspace. To that effect, provide support to other operational groups such as NOC and Operational Units as required. Be responsible to coordinate, review, and recommend for signing all agreements and arrangements between NAV CANADA and any military organization (domestic and international) in the areas where ATS Standards and Procedures is involved. This may include involvement with other NAV CANADA areas of responsibility at the request of those groups such as Commercial Relations and Engineering. Provide support from an ATS perspective to NAV CANADA Security as required. Manage, through matrix support staff, by establishing goals, objectives, and performance measures; identifying resource requirements; prioritizing and assigning work; evaluation of performance, and recommendation of training and development requirements, and contributes to the development of Divisional budgetary. What you bring: Education: Completed Air Traffic Control training by NAV CANADA or Aerospace Controller training by the Department of National Defence (DND). Experience: Experience managing a team. Experience in aviation and in Military Operations. Experience in project management or involvement with major project development implementation. Knowledge: Knowledge of Royal Canadian Air Force related organizations within the DND and NORAD operations. In-depth knowledge of Canadian Air Regulations dealing with the movement and control of air traffic, of ATS rules, and associated Transport Canada regulations. In-depth knowledge of the Manual of Air Traffic Services (MATS) and Air Traffic Services Administrative and Management Manual (ATSAMM). Current knowledge of emerging technologies and trends in regulations and procedures is mandatory in order to assess the significance and priority of stated requirements over the medium to long term. Knowledge of the organization and roles of the International Civil Aviation Organization (ICAO), to participate in the interpretation and application of ICAO Standards and Recommended Practices for air navigation services, to maintain a level of technical awareness, and to apply applicable sections of the Convention on International Aviation. Knowledge of the Canadian Aviation Regulations and Standards, the ICAO Convention on International Civil Aviation and Annexes (international standards), Civil Aviation Tribunal, international treaties and agreements on air transportation, Civil Air Navigation Services Commercialization Act, NAV CANADA Transfer Agreement, Canada-USA Treaty on Transportation and bilateral arrangements, in order to contribute to the development and monitoring of standards and regulations.
