Duties
The Human Resources Liaison is responsible for developing, implementing, and managing the museum's personnel functions.
In This Position, You Will
- Initiate and review requests for personnel actions; Identify selective and quality ranking factors and develop rating guides to be used in evaluating job applicants; review all actions prior to submission to ensure completeness, appropriateness and compliance with federal and trust personnel regulations, policy and procedure. Work with hiring managers on preparing position descriptions in accordance with published OPM standards and guidelines and with SI instructions for both federal and non-federal positions.
- Manage and take action concerning personnel recordkeeping, awards, training, performance appraisals, personnel actions processing, personnel records and data, promotions and peer review processes.
- Act as primary liaison to SI's Office Human Resources (OHR) regarding: classification; staffing, recruitment and appointment; labor management and employee relations; human resource development (HRD); and pay administration. Maintain personnel-related records such as performance ratings and awards, position descriptions and training.
- Serve as the museum's in-house expert on SI's human resource management system (HRMS) and Monster. Use Office 365, WebTA, EPMS to accomplish the museum's work. Apply information technology skills to HR systems management areas; develop and make available online forms. Prepare reports on vacancies and their status promotions, awards, turnover rate, vacancy trends, performance plans and appraisals.
- Confer with department heads and Director. Assist administrative officers and museum staff across disciplines on a wide range of personnel procedures, problems and needs. Make recommendations on improvements and solutions to problems, taking into consideration funding availability and relevant program management constraints. Work with managers on developing performance plans and appraisals. Make recommendations on performance and conduct-based actions. Ensure full use of the staff and advise on human resources development (HRD) matters.

Qualifications
Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-11 level in the Federal Service.
For this position, specialized experience is defined as providing technical assistance and policy guidance to management in a variety of staffing and recruitment services; researching and editing new position descriptions, job analyses, and rating plans; managing multiple, concurrent recruitment efforts; administering and communicating policies, processes, and other guidance on human resources functional areas including mandatory training; serving as unit technical expert on all personnel and training related systems (i.e. HRMS, EPMS, Moodle, MONSTER); and serving as primary point of contact with central human resources department.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.
