Job Title: Assurance Specialist – Governance & Commercial Assurance

Working Hours
- Full-time: 35 hours/week , 7 hours/day
- Hybrid model : Up to 3 days remote per week (subject to performance and manager approval)
Position Summary
We are seeking a detail-oriented Assurance Specialist to support the Governance and Assurance function within the Commercial Management division. This role is integral in ensuring compliance, accountability, and performance of commercial contracts, particularly in post-award activities.
Key Responsibilities
- Ensure effective governance and assurance across all commercial contracts
- Monitor and analyze contract performance; validate payments against contractual terms
- Ensure compliance with policies, contractual obligations, and regulatory standards
- Investigate overpayments, discrepancies, and recommend recovery actions
- Conduct internal assurance reviews and audits; prepare reporting documents
- Collaborate with vendors and stakeholders to resolve issues and implement improvements
- Track governance KPIs and contribute to operational transparency and accountability
- Support pre-award activities related to high-value or complex contracts
- Review and comment on statements of work, scopes, and specifications
- Lead negotiation meetings for non-compliance or contract disputes
- Respond to vendor complaints and facilitate resolution with internal teams
- Maintain accurate assurance documentation and support audit readiness
- Provide guidance to internal stakeholders and contribute to continuous process improvements

Required Qualifications & Experience
- Minimum 3 years of experience in contract management, assurance, or related fields
- Strong understanding of contract governance, commercial assurance, and compliance
- Excellent analytical skills; ability to interpret complex contracts and financial data
- Experience managing vendor relationships and conducting negotiations
- Familiarity with public sector procurement processes and practices
- Ability to manage multiple priorities and meet deadlines effectively
- Proficient in technical matters relating to engineered products, construction, or services
- Strong written and verbal communication skills
- Knowledge of relevant legislation including the Ontario Human Rights Code
- Understanding of union and trade agreements
Education:
- University degree or college diploma in Business, Commerce, Supply Chain Management , or a related discipline
- Equivalent combination of education and relevant experience may be considered
Preferred Assets
- Professional certifications (e.g., CIPS, IACCM/WorldCC ) in contract or commercial management
- Experience in the public sector or transit-related projects
- Exposure to internal audits, QA/QC, or risk management frameworks
- Familiarity with enterprise content/document or contract management systems
