This hybrid M365 solution builder contract role will focus on modernizing processes, building automated workflows, and leveraging M365 tools (SharePoint, Power Automate, Power BI), to build intake and tracking workflows on SPO/Power Platform; design official records solutions for Digitization; deliver IM Program Health Power BI dashboards.
This opportunity does require 3 days/week on-site.
Key Responsibilities:
Information Management Implementation and Oversight Project
The resource will participate in the following tasks:
1. Initial Assessment and Planning
- Conduct a comprehensive review of existing processes within Open Government, Digitization, and IM Program Health Reporting.
- Identify pain points, inefficiencies, and opportunities for automation and digitization.
- Assess current usage and capabilities of Microsoft 365, SharePoint Online, and Power Platform within DKIM.
- Map existing workflows and data flows to establish a baseline for transformation.
- Align assessment outcomes with the Digitization Strategy and TBS Digital Standards.
- Develop a project charter outlining scope, objectives, timelines, and resource requirements.
2. Options Analysis
- Identify and evaluate potential digital solutions using M365, SPO, and Power Platform.
- Compare solution options based on scalability, user experience, compliance, and integration potential.
- Conduct risk assessments for each option, including data security, change management, and governance implications.
- Recommend preferred solutions for each transformation stream, supported by rationale and alignment with federal digital policy.
- Document findings in an options analysis report for stakeholder review.
3. Stakeholder Engagement
- Identify key stakeholders across program areas, including IMOs, program owners, technical teams, and senior leadership.
- Facilitate workshops and consultations to gather user requirements and validate pain points.
- Ensure stakeholder input is incorporated into solution design and prioritization.
- Communicate the strategic value of transformation initiatives in the context of departmental and government-wide mandates.
- Establish feedback loops to support iterative development and continuous improvement.
4. Strategic Roadmap Development
- Develop a phased implementation roadmap for each transformation stream.
- Define milestones, dependencies, and resource allocations across short-, medium-, and long-term horizons.
- Align roadmap with DKIM’s IM Forum Work Plan and Digitization timelines.
- Incorporate change management, training, and adoption strategies into the roadmap.
- Ensure roadmap supports compliance with the TBS Policy on Service and Digital, including accessibility and user-centric design.
5. Solutions Development
- Design and build automated workflows using Power Automate, SharePoint Online, and Power Apps.
- Develop Power BI dashboards for IM Program Health Reporting with real-time data integration.
- Configure permissions, metadata, and governance structures to support official records management.
- Test and validate solutions with end-users to ensure functionality, usability, and compliance.
- Provide documentation, training materials, and support for deployment and adoption.
6. Executive Briefings
- Prepare briefing materials summarizing progress, risks, and strategic alignment.
- Deliver regular updates to senior leadership on transformation outcomes and impact.
- Highlight contributions to Digitization Strategy and TBS digital policy compliance.
- Present metrics and dashboards demonstrating improved efficiency, transparency, and user experience.
- Recommend next steps and future opportunities for scaling digital transformation across DKIM.
What you must bring to this role:
- Must currently hold a valid Reliability-level security clearance
- Must have 5 years (60 months) experience within the last 10 years conducting strategic IM analysis in a federal context .
- Must have 3 years experience in business process analysis and or program design
- Must have 3 years' experience in the use of M365 suite of products including SharePoint Online and Power Platform
- Must be willing to work on-site in Ottawa (west) 3 days/week
