- The bidder should demonstrate that the proposed resource has the experience in assessing an organization's capacity/capability to undertake and successfully deliver a project in the context of the overall program or portfolio program or portfolio priorities through strategic planning.
- The bidder should demonstrate that the proposed resources has experience advising senior management on issues affecting an organization's ability to achieve the project's business objectives.
- The bidder should demonstrate that the proposed resource has experience conducting risk management for a project or organization, utilizing risk management processes and/or framework.
- The bidder should demonstrate that the proposed resource has experience in meeting with organizational executives to ensure all organizational (internal and external) stakeholders are committed to moving forward on a project (for example opportunity evaluation). The proposed resource should also have experience in preparing and presenting findings, status and other relevant matters.
- The bidder should demonstrate that the proposed resource has experience in formulating statements of problems and statement of requirements; establishing procedures for the development and implementation of significant, new or modified project, program or portfolio elements to solve these problems, and obtaining approval thereof.

Objective
The Department of National Defence at 2 Canadian Air Division (CAD) Headquarters (HQ) requires one (1) Project Leader/Executive, Senior Level, who can advise and assist in the oversight and management of individual training and education readiness related to future capabilities for the Royal Canadian Air Force (RCAF).
Tasks
The Contractor shall complete the following:

Support the requirements of the Senior Staff Officer (SSO) Future Capabilities who is the primary liaison between RCAF TA and future capability PMOs.

Represent the RCAF TA during Operational Implementation Working Groups (OIWG) or Project Management Office (PMO) training sub-working groups (Trg SWG) as directed by SSO Future Capabilities.

Ensure training (ongoing, ab-initio, and initial cadre) technical documents are identified and appropriately modified and/or developed to 2 CAD Airforce Training (AF Trg’s) standard. This is applicable for both Training Establishments (TEs) and Other Training Establishments (OTEs) that include Operational Training Units (OTUs) internal and external to 2 CAD. Advise senior executives when standards are not being met and risk areas that arise.

Assess and communicate PMO Trg SWG qualification standards (QS) development, identifying risk areas, communicating with senior staff at both the RCAF TA operational level and RCAF strategic level. This will involve communication with Director AF Trg, or their designate, as the RCAF approving authority on behalf of the RCAF TA.

Confirm with the RCAF TA that individual training and education (IT&E) requirements meet TA standards prior to future capability release to service (RTS).

Provide routine updates to senior executives on future capabilities Trg SWG progress, timelines and risk areas requiring RCAF TA attention, decision, or engagement.

Provide project updates through maintaining Power BI Dashboard with performance metrics, leading indicators, objectives and key results. Brief senior leadership on Power BI Dashboard.

Digitize all processes and maintain all documentation within TS&I SharePoint.

Develop standing operating procedures (SOPs), as required.
-
Conduct risk analysis and provide advice to senior executives on risk management of projects.

Advise Senior Project Managers of RCAF TA requirements, concerns, and support required.

Collaborate internal and external stakeholders, ensuring they have situational awareness and are aware of project timelines.
-
Formulate statements of problems and requirements; establish procedures for the development and implementation of significant, new or modified project, program or portfolio elements to solve these problems, supporting all TS&I SSOs.

Track and analyze Trg SWG progress versus project timelines. Advise RCAF TA of any risks or concerns related to progress.

Make recommendations, provide advice for improvements, assist in developing solutions and implementing recommendations.

Prepare and present findings, status, and other relevant matters relating to future capabilities and training innovation & modernization progress.

Develop project alternatives and identify their administrative, financial, and technical feasibility and practicality with associated policy and organizational change requirements
-
Support the management of future capability, modernization and innovation training transformation changes in accordance with the project and change management processes.

Develop and maintain RCAF TS&I leading indicators and performance metrics and lead 2 CAD’s participation in the RCAF’s emerging analytics capability to ensure linkages with training innovation outcomes in collaboration with various SSOs.

Provide updates as required and provide briefings to Executive Management on Trg SWG progress and concerns.

Liaise with senior personnel on strategic issues related to training modernization including production, absorption, retention, and development of personnel, as they pertain to SSO Training Support and SSO Training Innovation requirements.

Support innovation and technology enabled learning development, including drafting statements of work in support of TA.

Provide advice on training innovation project status.

The Contractor shall attend meetings or Working Groups help by PMOs and/or 2 CAD TA relevant to execution of the aforementioned tasks and as requested by 2 CAD TA or Dir TS&I.
DELIVERABLES
The Contractor must prepare and submit various deliverables resulting from the services provided. These deliverables must include the following:
- Implement a performance measurement system. Develop objectives and key results to measure performance.
- Develop Power BI Dashboard that monitors future capability status for issues relevant to RCAF TA. Include scope, success criteria, leading indicators, stakeholder and user needs, deliverables, risks, resources required.
- Produce relevant working instructions.
- Produce lessons learned.
- Monitor key project milestones and ensure that IT&E documents are produced in-line with project milestones.
- Provide monthly updates on Trg SWG progress, timelines and risk areas required TA attentions, or more frequently as requested by Director TS&I.
- Draft statements of work related to TS&I projects.
- Develop PowerPoints, briefings and project management implementation status updates in the format requested by senior executives.
