Reporting to the Program Manager, Finance, the Senior Financial Analyst plays a pivotal role in advancing Durham Region Transit's (DRT's) financial planning and analysis capabilities, supporting initiatives that strengthen fiscal sustainability, enable evidence-based decision-making, and align financial strategy with DRT's long-term service and infrastructure goals. This role is responsible for leading the development of complex financial models, maintaining accounting and forecast tools, and delivering timely, actionable financial analysis across DRT's operating and capital budget.
The incumbent will:
- Provide technical expertise in the preparation and maintenance of DRT's operating and capital budgets, aligning closely with internal financial policies, Regional guidelines, and Council-approved fiscal targets
- Develop and maintain financial reporting tools, variance analyses, and forecasting models to provide DRT management with timely, actionable insights into budget performance, funding utilization, and financial risk identification
- Support the development, monitoring, and continuous improvement of internal financial controls and processes to ensure compliance with legislative requirements, Regional policies, and funding conditions
- Provide analytical and technical financial support for strategic initiatives, major projects, and business case development across DRT to facilitate informed financial decision-making, optimal resource allocation, and effective implementation of transit programs
- Act as a financial resource to internal DRT teams by providing expert-level support, guidance, and training to departmental staff engaged in processes related to financial reporting, budgeting, and cost center management
The successful applicant must possess:
- Post-secondary degree or diploma in Accounting, Business or related discipline;
or equivalent combination of education and experience- A professional accounting designation (CPA)
- Progressive postgraduate experience in the field of financial planning, analysis, budgeting, forecasting, or related areas such as accounting, audit, or public sector finance
- Knowledge of GAAP, PSAB, GAAS, IIAS, Canadian Institute of Chartered Accountants (CICA) Handbook, Income Tax Act, federal and provincial reporting requirements
- Knowledge of Regional by-laws, policies and procedures including; Budget Management Policy, Regional Purchasing By-Law, Development Charges By-Law, and policies and procedures governing DRT
- Knowledge of departmental/Regional/Council reporting requirements, formats and decision-making processes
- Knowledge of funding approvals, revenue management and cash flow procedures and processes

- Excellent knowledge of a Windows environment using MS Office applications (Word, Excel, PowerPoint, Outlook, Teams)
- Excellent ability to multitask, manage deadlines as well as leadership and mentoring skills, with the ability to guide and develop junior team members
- Exceptional analytical thinking, problem-solving and project management skills coupled with demonstrated verbal and written communication, time management and leadership skills
- Demonstrated ability to exercise appropriate discretion when accessing, analyzing, presenting and sharing sensitive and/or confidential data and information
