Tarion is seeking a strategic, enterprise-minded Chief Information Officer (CIO) to lead the organization’s technology vision and execution at a pivotal time of modernization and digital evolution. As a member of Tarion’s Corporate Leadership Team, the CIO plays a critical role in shaping corporate strategy, enabling operational excellence, strengthening cybersecurity and risk management, and enhancing the experience of homeowners, builders, and stakeholders across Ontario. This senior executive position shapes technology strategy for an organization that protects one of life’s most important investments: the home.
About Tarion
Since 1976, Tarion has served Ontario’s new home buyers and homeowners by administering and enforcing the province’s new home warranty and protection program. Nearly every new home in Ontario is covered by a builder-backed warranty that lasts up to seven years, with Tarion providing oversight, guidance, and protection when builders do not meet their obligations. As an independent, not-for-profit organization, Tarion safeguards consumers through education, tools, dispute resolution, and, when required, direct intervention. More than 375,000 homes are currently enrolled in the warranty program, with approximately 55,000 new homes added each year. Tarion operates in a dynamic regulatory, consumer protection, and housing environment that demands operational resilience, data integrity, and secure, scalable digital services.
The Role
Reporting to the COO, the Chief Information Officer is accountable for Tarion’s enterprise-wide information technology strategy, systems, cybersecurity, and digital capabilities. The CIO ensures that technology investments are aligned with business objectives, regulatory responsibilities, and stakeholder expectations while delivering measurable value and operational resilience.
As a key member of the Corporate Leadership Team, the CIO contributes to enterprise decision-making, annual business planning, and long-term strategy, ensuring technology is a core enabler of organizational success.
Key Responsibilities
Enterprise Technology Strategy and Governance:
· Define and execute Tarion’s enterprise-wide technology strategy aligned with organizational priorities and business outcomes.
· Establish and oversee IT governance frameworks that balance innovation, risk management, compliance, and operational stability.
· Ensure technology roadmaps support scalability, reliability, and long-term sustainability.
Digital Transformation and Innovation:
· Lead modernization initiatives, including cloud adoption, legacy system transformation, and reduction of technical debt.
· Identify and leverage emerging technologies, including data, AI, and automation, to improve service delivery, decision-making, and operational efficiency.
· Champion customer-centric digital solutions that enhance the experience of homeowners, builders, and internal users.
Risk Management, Cybersecurity, and Compliance:
· Manage enterprise technology risk, including cybersecurity, privacy, and regulatory compliance.
· Provide clear, board-level reporting on technology risk, cyber posture, and major initiatives.
· Partner with enterprise leadership to proactively mitigate organizational risk.
Financial Stewardship and Performance:
· Develop and manage the IT budget with transparency and fiscal discipline.
· Ensure technology investments deliver measurable return on investment and operational value.
· Monitor vendor performance and contract effectiveness.
Leadership, Culture, and Talent:
· Build, lead, and develop a high-performing technology team.
· Foster a culture of accountability, collaboration, innovation, and continuous improvement.
· Attract, retain, and develop top-tier technology talent aligned with Tarion’s values and mission.
The Ideal Candidate
You are a seasoned technology executive with:
· Demonstrated strategic leadership experience within a large IT function in a complex, regulated, or public-interest environment.
· A strong track record in enterprise architecture leadership, delivering and executing technology and transformation roadmaps.
· Deep awareness of technology risk, cybersecurity, privacy, compliance, and ethical considerations related to emerging technologies.
· Exceptional communication skills, with the ability to translate complex technical concepts into clear, business-focused insights for executive and board audiences.
· Proven ability to build strong, collaborative relationships across departments and with external stakeholders.
· A leadership style that is values driven, pragmatic, and outcome focused.
· A general interest in housing, construction, or consumer protection.
· A university degree in Business, Engineering, Computer Science, Information Systems, or a related field is required.
Assets for Success
· Experience leading large-scale modernization initiatives, including cloud-based platforms and legacy system transformation.
