SUMMARY OF DUTIES
Reporting to the Director, Information Technology, the Manager, Strategy & Enterprise Architecture provides strategic leadership and oversight for the City’s enterprise application and solution architecture, strategic roadmaps and project delivery. The role ensures that technology investments are aligned with City priorities, deliver measurable business value, and are secure, scalable, and sustainable and supports robust project management delivery via IT Project Management team.
As a member of the IT Leadership Team, this role provides strategic direction and architectural leadership by translating corporate and departmental strategies into actionable technology roadmaps, governing solution and integration design, and overseeing enterprise‑wide work intake, prioritization, and capacity planning. This role also
partners closely with business leaders, senior management, and delivery teams to guide planning, analysis, and delivery of IT initiatives to ensure value realization from technology investments across the organization.
The Manager leads a multidisciplinary team spanning architecture, business analysis, business relationship management, and project/product delivery, fostering modern delivery practices and continuous improvement.
Key Responsibilities
Enterprise Architecture
- Lead the development and evolution of the City’s enterprise application, integration and solution architecture, ensuring alignment with corporate strategy, digital priorities, and service delivery goals.
- Establish and maintain enterprise architecture governance, including principles, standards, and review processes.
- Provide architectural leadership for major initiatives, ensuring solutions are interoperable, secure, resilient, and scalable.
- Monitor emerging technologies and industry trends (e.g., cloud, data platforms, automation) and recommend practical adoption strategies appropriate to the municipal context.
Project and Portfolio Management
- Oversee the application and solution portfolio, assessing value, risk, lifecycle stage, and alignment with City priorities.
- Support business case development, feasibility assessments, and option analysis for new technology investments.
- Partner with business units to prioritize initiatives and optimize capital and operating investments as well as management or project request intake, evaluation and execution.
- Ensure technology investments deliver intended outcomes and measurable benefits.
Delivery & Enablement
- Provide strategic oversight for solution design across projects and product teams, ensuring consistency with architectural standards.
- Champion modern delivery approaches (e.g., Agile, iterative delivery, product-oriented models) where appropriate.
- Support effective change management and adoption strategies to maximize value realization.
Strategic Planning and Stakeholder Partnership
- Act as a trusted advisor to City departments, maintaining strong relationships and a deep understanding of business needs.
- Translate business strategy into clear technology roadmaps, standards, and architectural requirements that guide capital, operational and delivery decisions.
- Ensure the strategic enablement of the City’s goals and objectives through the ongoing collaborative review and refinement of the multi-year Information Technology Divisional Strategy
- Communicate complex technical concepts clearly to non-technical audiences, including executives and senior leaders.
People & Financial Management
- Lead, coach, and develop a high-performing team of architects, analysts, business relationship managers and project delivery professionals.
- Excellent written and verbal communication skills, facilitation skills, presentation skills, and team leadership and mentorship
- Foster a collaborative, inclusive, and continuous-learning culture.
- Manage operating and capital budgets related to enterprise applications, strategy enablement and architecture.
- Ensure compliance with health and safety legislation, City policies, and best practices.
Qualifications & Experience
- University degree in Computer Science, Information Systems, Engineering, or Business Administration.
- Significant progressive experience (typically 10–15 years) in enterprise IT environments, including leadership roles in strategy, architecture, or large-scale solution delivery.
- Demonstrated expertise in enterprise or solution architecture, application lifecycle management, systems integration and project delivery and reporting practices.
- Strong understanding of business process design, organizational change management, business relationship management and value realization.
- Experience working with diverse stakeholders across multiple departments.
- Excellent leadership, communication, facilitation, and decision-making skills.
- Experience in the public sector or other large, complex organizations.
- Knowledge of IT service management and governance frameworks (e.g., ITIL, COBIT).
- Familiarity with Agile and hybrid delivery models.
- Postgraduate education in a related field.
- Ability to manage competing priorities in a complex, fast-paced environment.
- Strong analytical and problem-solving skills.
- Valid Ontario Class “G” Driver’s Licence.
