The Deputy Chief Financial Officer plays a key leadership role in achieving the municipality’s financial objectives through strategic planning, budgeting, financial reporting, five‑year financial planning, long‑term capital planning, revenue collection, and expenditure control. As a self‑directed and motivated professional, the Deputy CFO supports the CFO in all aspects of municipal finance and works collaboratively as a leader within the Finance Team, including with the Manager of Purchasing. The role oversees the efficient operation and supervision of finance functions such as accounts receivable and payable, payroll and benefits, property tax, and treasury services, while maintaining strict confidentiality through sound judgment, tact, and discretion. The Deputy CFO upholds strong internal controls, systems, records, and staff oversight, provides exceptional internal customer service, builds trusted relationships across departments, interprets legislation, and works independently to achieve the goals and objectives of the Finance Department.
ESSENTIAL QUALIFICATIONS:
- Accounting Designation (CPA-CA, CPA-CGA, CPA-CMA, CPA)
- Five years of recent related experience and 2 years’ experience in a management role.
- Finance experience within an Electrical Utility
- Excellent knowledge of Public Sector Accounting & Auditing Standards Working knowledge of CaseWare and CaseView software
SKILLS AND ABILITIES:
The ideal candidate will demonstrate strong analytical, problem‑solving, planning, and organizational skills, along with proven leadership and administrative abilities. A sound working knowledge of the Community Charter and related statutes, bylaws, regulations, and precedents governing local government is required. The Deputy CFO must be able to communicate effectively both verbally and in writing, work productively both independently and as part of a team, and interact with employees and the public in a tactful and courteous manner. The role also requires the physical ability to carry out the duties of the position.
