Project Engineer III
This position is within the Bargaining Unit of the Canadian Union of Public Employees, Local 363. REPORTS TO: Manager of Engineering.
DIRECT REPORTS: None.
PURPOSE STATEMENT:The Project Engineer III is responsible for managing a wide range of municipal design and construction projects, including transportation systems, water and sewer infrastructure, electrical networks, dikes, parks, solid waste facilities, and other civic assets. This senior-level role leads the full lifecycle of infrastructure project delivery—from planning and design through construction and close-out. The position is also responsible for reviewing and providing technical input on land development applications to ensure compliance with municipal bylaws, engineering standards and servicing requirements.
MAJOR DUTIES AND RESPONSIBILITIES:- Manages medium to large-scale projects or individual phases of complex infrastructure initiatives, including defining project requirements, developing charters, scopes, budgets, schedules, and establishing project teams.
- Applies established project management methodologies to ensure adherence to safety, quality, and performance standards; monitors and reports on key performance indicators.
- Provides leadership and technical oversight to project teams, including scheduling, task assignment, and reviewing progress to ensure project success.
- Reviews designs and technical documents to identify issues, provide constructive feedback, and propose alternatives.
- Conducts field inspections to monitor construction activities and address non-conformances.
- Tracks project performance against plans, budgets, and timelines; assesses variances and implements corrective actions as needed to stay within scope and objectives.
- Collaborates with internal departments to ensure coordinated, consistent project delivery.
- Communicates regularly with stakeholders and management through both formal and informal updates; lead project close-out reviews with Engineering Leadership to confirm completion and satisfaction.
- Reviews and provides technical advice on complex subdivision applications, building permits, and development permits to ensure compliance with engineering standards, municipal bylaws, and servicing requirements.
- Promotes continuous improvement by identifying opportunities to enhance services, processes, and overall organizational value.
- Fosters a culture of learning and collaboration by sharing knowledge and lessons learned to improve team effectiveness.
- Acts as mentor and provides support or guidance to department staff in the absence of management.
- Performs other related duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES:- Extensive knowledge of project management methodologies, standards, and policies, with proven experience across all phases of the project lifecycle—from concept and feasibility through implementation and close-out.
- Strong understanding of financial project management, including the ability to develop and manage budgets, review cost estimates, and monitor expenditures and variances.
- Solid knowledge of relevant regulations, codes, and safety standards governing design and construction, with a strong understanding of risk management principles related to technical, public interest, and public safety concerns.
- Familiarity with MMCD standards, contracts, and procurement best practices.
- Demonstrated ability to integrate sustainable design principles and practices into infrastructure projects.
- Skilled in analyzing complex information, identifying risks and issues, providing recommendations, and supporting sound decision-making.
- Ability to anticipate construction challenges through a deep understanding of design, sequencing, and construction methods.
- Committed to quality management, ensuring adherence to best practices throughout project delivery.
- Strong interpersonal and relationship-building skills with the ability to collaborate effectively with internal departments, external agencies, consultants, and contractors.
- Proven ability to negotiate, mediate, and resolve conflicts tactfully to develop mutually beneficial solutions.
- Effective verbal and written communication skills, with the ability to lead discussions, convey technical information clearly, and engage with diverse stakeholders.
- Demonstrated leadership skills, with the ability to delegate, hold team members accountable, and foster a respectful, collaborative work environment.
- Maintains current professional designations and stays up to date on emerging tools, techniques, and industry best practices.
- Knowledge of WorkSafe BC regulations and City of Revelstoke safety policies.
FINANCIAL RESPONSIBILITIES:WORKING WITH OTHERS:- Works both independently and collaboratively, maintaining regular interaction with the supervisor and team members.
- This position also engages frequently with other City departments, external agencies, contractors, consultants, and members of the public.
WORK ENVIRONMENT:- This position works primarily indoor and occasionally outdoors in a variety of weather conditions.
EDUCATION, TRAINING, AND WORK EXPERIENCE:- Technical degree in Engineering.
- Five (5) years’ experience in the construction of municipal infrastructure.
- Project Management experience.
LICENSES / CERTIFICATIONS:- British Columbia Class 5 Driver’s License or equivalent.
- Eligible for registration as an Engineer in Training (EIT) by Engineers and Geoscientists of BC (EGBC).
WORKING CONDITIONS
Physical Demands:- Manual Dexterity: Operate technical equipment, computers, and engineering tools with precision; use measuring instruments, drawings, and drafting tools as needed.
- Mobility & Field Work: Walk, stand, or climb on uneven terrain and construction sites during inspections or field reviews.
- Strength: Occasionally lift and carry project materials, construction documents, and field equipment.
- Posture: Alternate between extended periods of sitting at a desk or workstation and standing or walking during site visits and meetings.
Mental Demands:- Analytical Thinking: Evaluate complex engineering data, designs, and reports to inform decision-making and resolve technical issues.
- Attention to Detail: Ensure accuracy in design reviews, cost tracking, safety compliance, and regulatory documentation.
- Adaptability: Respond effectively to unexpected site conditions, project changes, or evolving stakeholder requirements.
- Problem-Solving: Resolve design, construction, and coordination challenges across multi-disciplinary teams and external contractors.
Visual Demands:- Detail Vision: Interpret technical drawings, specifications, and construction plans with a high level of accuracy.
- Field Awareness: Monitor active construction zones for safety hazards and work quality during inspections.
- Focus: Maintain concentration when reviewing documents, performing calculations, and attending detailed project meetings.
