
Director of Corporate Services
Full-Time, Permanent
County of Barrhead is seeking a highly motivated and experienced individual to fill the position of Director of Corporate Services. Reporting to the CAO, the Director is responsible for providing strategic leadership and oversight for the following areas – finance, taxation, IT, records management, insurance, asset management and human resources. Director develops, implements, and continuously improves programs, policies, bylaws, and services while navigating complex issues and providing advice, guidance, and strategic recommendations. This position is part of the senior management team and oversees full-time and seasonal employees.
Key Responsibilities:
- Coordinates and prepares annual operating and capital budgets, and financial and capital plans for the County
- Prepares the annual financial statements for the County and coordinates external audit
- Reviews budget to actual comparative reports with the CAO and works closely with department heads in the administration of the budget.
- Supports the CAO in all financial matters pertaining to planning and executing financial operations and ensures that internal operational controls and processes are in place.
- Manages cash flow of the County including investments and capital financing (debentures)
- Supervises accounting and administrative functions including accounts receivable, accounts payable, utility billing, assessment & taxation, inventory & purchasing, fixed assets, job costing, and payroll & benefits.
- Recommends to the CAO policies and procedures which will improve the efficiency of County operations.
- Prepares bylaws, policy, procedures, and Request for Decision (RFD) to Council.
- Leads Asset Management team in developing and maintaining County’s asset management capability to support sustainable delivery of services to stakeholders based on consistent and informed decision making
- Completes statistical, financial, and other reports requested by Federal and Provincial governments
- Coordinates and oversees the County’s insurance program and County IT requirements and needs, including GIS, records management system, and cybersecurity training
- Attends Council and committee meetings as directed by the CAO
- Oversee and mentor Corporate Services staff (and contractors) with responsibility for recruitment, training, performance management, and staff development which fosters a safe, inclusive, and supportive workplace.
- Collaborates with CAO on coordinating and overseeing human resources, including performance reviews
Requirements & Desired Skills:
- Post-secondary education in Finance, Accounting or related field, combined with a CPA designation.
- Minimum 5 yrs of Senior experience in finance, accounting &/or HR with a minimum 2 yrs supervisory experience. Combination of education & experience may be considered, with experience in a municipal environment an asset.
- Working knowledge of PSAS and knowledge of MGA and other relevant Alberta legislation
- Demonstrated leadership skills with the ability to foster teamwork, trust, and accountability
- Project management skills are essential with the ability to work effectively within timelines and other competing pressures without compromising quality of work
- Strong decision-making, problem-solving & analytical abilities, exercising sound judgement in complex situations
- High level of professionalism, discretion, and integrity in managing confidential and sensitive matters
- Commitment to modernizing systems, processes, and governance to enhance organizational transparency, efficiency, and service delivery
Additional Job Information:
- Salary range: Band B - $126,594 - $164,833
- County of Barrhead provides a comprehensive benefit package.
- Hours of work: Generally Monday–Friday 37.5 hours per week
