Reporting to the Project Supervisor, the successful candidate will provide project management and group leadership to multidisciplinary project teams through all phases of tendering and construction of Regional Vertical infrastructure works (Pumping Stations, Plants, Reservoirs etc.).
The incumbent will:
- Provide project team leadership during the tendering and construction phases of a project among participating divisional staff, other Regional departments, consultants and local municipalities
- Develop and co-ordinate the preparation of project-specific tender documents and specifications by providing direction to staff and consultants
- Develop and maintain Regional Standard Specifications and standard contract conditions by recommending implementation of new clauses as appropriate and ensuring no conflicts within contract specification, general conditions and supplemental conditions
- Coordinate overall project scheduling for tendering with design, contract administration, and Regional staff
- Represent Regional interests in negotiations with Contractors, Local Municipalities, Project Stakeholders and Consultants Review project design drawings and consultant-developed specifications by providing critical, constructive and technical review at the preliminary and advanced design stages and during the Construction Program
- Co-ordinate and monitor project status with respect to budget, scheduling and technical problem-solving during project construction, testing and commissioning
- Finalize quantities and process progress payments
- Plan, coordinate and implement the development of construction administration processes and procedures and provide policy recommendations
The successful candidate will possess:
- A three-year post-secondary diploma in Civil Engineering Technology or a related discipline or
an equivalent combination of education and experience- Registration or eligible for registration as a Technician or Technologist with O.A.C.E.T.T.
- Several years of related work experience in contract administration for road, sewer and watermain construction projects
- Strong knowledge and understanding of the Ontario Traffic Manual, Construction Act, Municipal Act, CCDC-2020 Stipulated Price Contracts, Occupational Health and Safety Act and Construction Regulations
- Knowledge of the Region's Design Guidelines and Standards Details, General Conditions of Contract and Standard Supplementary General Conditions, Purchasing By-Law and procedures, Budget and Budget Management Policy, tender advertising and public opening policies and procedures, and Works Department contract administration procedures will be considered an asset - -- Experience working with MS Project, Primavera and Microsoft Office software (Outlook, Word, Excel, Teams)
- Excellent teamwork and leadership, project management, written and verbal communication, problem solving, and organization skills
- Capacity to foster mutual understanding in intercultural and interdepartmental interactions
- A valid Ontario Class G Driver's License and the daily use of a reliable vehicle
