Reporting to the Manager, Strategy and Continuous Improvement, the Project Manager, Community Benefits is responsible for leading the pilot and implementation of a Community Benefits Framework for the City of Hamilton. The Project Manager is responsible and accountable for ensuring that the assigned community benefits project are delivered with due consideration to the identification and control of project scope, schedule, costs and associated risks. The incumbent will also build strategic relationships with diverse community groups and City departments and evaluate and report on trends impacting community wealth building. By adopting a phased piloting approach grounded in a three-pillar model including, Community Employment Benefits, Social Procurement, and Public Realm & Community Supports, the Project Manager will test and refine elements of the Community Benefits Framework with the goal of finalizing it as a City of Hamilton policy.
GENERAL DUTIES
Lead the pilot and implementation of a community benefits framework for Hamilton, using proven project management process and methodologies.
Lead the planning, development, execution, and evaluation of pilot projects designed to test and advance Community Benefits Framework objectives.
Lead the development of goals, objectives strategies, and annual workplans in alignment with key deliverables and ensures implementation of project goals. Responsible for identification of priority stakeholders, identification and application of appropriate change management strategies. Report regularly on the status of projects, milestone achievement.
Prepare reports, recommendations, presentations, and briefing materials on framework implementation, pilot outcomes, performance measures, and strategic priorities for committees, senior management, and other governance bodies.
Provide analysis of policies and evaluate their impact on program delivery.
Coordinate and facilitate collaboration among City departments, working groups, community organizations, industry representatives, and other stakeholders to support the implementation of the Community Benefits Framework.
Research emerging trends, best practices, municipal initiatives, and legislative developments related to community benefits, social procurement, workforce development, and inclusive economic growth, and provide recommendations to inform policy and program development.
Collaborate with Procurement staff and project teams to incorporate community benefits requirements, workforce development objectives, social procurement opportunities, and other targeted outcomes into procurement and contract processes.
Identify opportunities to integrate community benefits objectives into City capital projects, operational expenditures, procurement activities, and service delivery initiatives.
Assess pilot projects and community benefits initiatives to identify successes, challenges, lessons learned, and recommendations for future implementation.
Engage with community partners, businesses and community entrepreneurs, to pilot each pillar of the community benefits framework.
Develop and maintain performance measurement, monitoring, and reporting processes to evaluate social, economic, and community outcomes across all framework pillars.
Plan pilot evaluation in consultation with appropriate staff and implement pilot evaluation plans. Evaluate pilot success and submit process improvement recommendations to manager.
Work in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.
Perform other duties as assigned, which are directly related to the normal functions of the job as defined.
QUALIFICATIONS
1. Post-secondary education in social sciences, public policy, human services or a related discipline with a combination of equivalent education and work experience in government, non-profit, private or community service agencies.
2. Experience in project management, policy analysis and program development, including proven research and program evaluation skills.
3. Comprehensive working knowledge and/or expertise related to Community Benefits, including in depth knowledge of municipal government structures, service delivery models, and procurement processes, especially related to employment, infrastructure, and social services.
4. Excellent written and verbal communication, facilitation and presentation skills.
5. Ability to develop and deliver reports and presentations on project status, milestones and achievements.
6. Demonstrated experience working with diverse stakeholders, including not-for-profit social organizations, community groups, businesses, and other stakeholders.
7. Demonstrated political acuity, diplomacy and ability to work with elected and senior government officials.
8. Demonstrated problem-solving capacity related to the complexities of working with multiple stakeholders and the ability to relate well to a culturally diverse population.
9. Proven organizational and time management skills, including the ability to work with tight deadlines and competing priorities.
10. Ability to deal effectively with management, peers, staff, other municipalities and the general public.
11. Must possess thorough knowledge of the current suite of Microsoft productivity tools, including PowerPoint, Excel, Word, and Project.
