Duties
- Providing overall management of the Agency's human resources/human capital program, serving as an HR partner to the Agency's managers to plan for and meet their office's talent needs.
- Applying creative and collaborative leadership to manage the entire spectrum of talent management programs and processes- organizational analysis, position management and classification, recruiting, onboarding, engagement, retention, learning and development, performance management, rewards, compensation, benefits, labor and employee relations - needed to build and map talent to the IAF's needs and goals.
- Serving as the primary point of contact within the Agency and to external organizations such as the Office of Personnel Management, the Department of the Interior's Interior Business Center, the Federal Labor Relations Authority, the Equal Employment Opportunity Commission, and the Office of Management and Budget on all matters related to human resources management.
- Spearheading the agency's labor relations negotiations and communication in partnership with appropriate agency and union representatives.
- Serving as Contracting Officer Representative (COR) and/or overseeing staff serving as CORs for administering HR contracts, initiating and negotiating changes in personnel and servicing.
- Planning and managing the Agency's Emergency and Response activities and serving as the overall COOP Coordinator.
- Providing support for the preparation and submission of major statistical reports on a scheduled or ad hoc basis.

Qualifications
Applicants must meet the specialized experience requirements below.
In order to be eligible for the GS-14 level, you must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-13 level in the Federal service. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: Managing human capital programs and coordinate human resource management operations; Serving as an advisor to senior managers on the full range of human resource, including labor relations, matters; Planning and coordinating a variety of administrative services to include human resources, acquisition and purchasing, space/facilities management and emergency planning to support organizational operations; Analyzing and making recommendations on administrative process improvement to optimize utilization of administrative resources; and Analyzing organizational policies and procedures to identify weaknesses and ensure corrective actions are taken.
Delegated Examining (DE) Certification is highly desired. If selected for an interview, there may be a written exercise and/or presentation.
