About Us:
The Transit Strategy Office develops and implements strategies to enhance transit across the province, collaborating across the ministry, along with municipal partners and public transit stakeholders.
The Transit Delivery Office provides technical, policy and commercial support for planning, design and construction of provincial capital projects and develops frameworks to manage and monitor effective transit delivery of the projects, once in service. The office also works closely with key stakeholders and delivery partners to manage and resolve complex transit delivery issues.
The Capital Investment Office offers strategic support for public transit funding and decision-making for major municipal transit investments, assists with government decision-making and agency implementation of the Northeast Passenger Rail, and oversees large transfer payment agreements.

Deliver on Business Goals and Priorities

In these roles, you will:
• Lead a team to develop, implement, and evaluate agreements, policy initiatives, programs, and projects influencing Ontario's transit system.
• Provide comprehensive support for provincial transit projects, including planning, design, construction, and operation of priority projects.
• Develop and oversee engagement strategies and governance frameworks with stakeholders, identifying program and stakeholder risks in support of ministry strategies.
• Build and maintain relationships with key stakeholders including ministry program areas, Metrolinx, transit agencies, municipalities, and associations.
• Facilitate analysis and consultation on provincial program and policy development within the ministry, other levels of government, and key stakeholders.
• Oversee capital transfer payment agreements, including all aspects of financial management and implementation, ensuring compliance with regulatory requirements and alignment with strategic objectives.
• Advise executives on complex policy and program development, implementation options, agreements, legislation, regulations, funding models, risk, and issues management strategies.

• You have project management experience to lead, deliver and implement multiple, large-scale projects during on-going change.
Policy and Strategic Thinking:
• You have experience and knowledge of policy and program development theory, practices, and methods.
• You have experience leading policy and approvals, including financial and risk analysis to influence program development and implementation practices.
• You can integrate planning, research, stakeholder input and analysis into practical application.
Strategic Planning and Project Management:
• You can establish strategic objectives and work plans including coordinating project, policy, program and strategy delivery.
• You have planning, organizational and coordination skills to execute short and long-term strategic plans that align with organizational objectives.
• You have led project planning, evaluation, reporting, and multi-year business planning.
• You can evaluate risks to inform strategic decision making.
Communication and Relationship Management Skills:
• You build and maintain strategic relationships with a wide range of internal and external stakeholders and transit delivery partners.
• You have proven consultation and negotiation skills to positively influence stakeholders to support the organization's goals and initiatives.
• You possess strong conflict resolution abilities, with proven decision-making and creative problem-solving skills to identify, address, and resolve issues.
Political Acuity:
• You have the ability to exercise discretion and ensure confidentiality, and anticipate, identify, analyze and evaluate sensitive issues to recommend appropriate and timely resolutions and actions related to urgent matters.
• You have demonstrated experience using diplomacy and tact to negotiate outcomes, particularly on complex and politically sensitive or legal issues, working across multiple divisions and ministries.
