GENERAL DUTIES AND RESPONSIBILITIES:
• Responsible for strategizing, planning, organizing, reviewing, designing, and evaluating of the overall operations and development of the Water Division including: administration, budget, construction, renovation, replacement, preventive maintenance, and repair of new and existing water systems, wastewater systems, and equipment;
• Manage the development and implementation of Water Division goals, objectives, policies and priorities; Evaluate the Water Division needs and formulate short and long term plans to meet the needs;
• Provide management, administration, organizational leadership, and team building; plan, assign, supervise, train and evaluate the work of professional, technical and administrative support staff; assign duties and plan work of others; delegate authority and responsibility, and schedule program work on a long-term basis; establish standards and priorities and ensure they are maintained by others; approve selection of new employees, employee transfer/promotion, discipline, termination, performance evaluations, and personnel actions;
• Direct, plan, and evaluate water and sewer system capital improvement projects; Implement programs to rehabilitate infrastructure based on schedule and budget for critical infrastructure; Document the rehabilitation performed in an asset management program and its beneficial effects of I/I on the sewer system where applicable;
• Develop a commercial water use assessment program, implement and monitor conservation and drought programs, provide water system asset management and water loss control and reduction programs;
• Manage the City’s hydraulic model, the rainfall monitoring program, and capacity certification program to monitor and certify wastewater capacity for proposed developments;
• Develop and implement an inspection and enforcement program with tracking methodology regulating grease traps and illicit discharges from industrial, institutional, and commercial facilities;
• Monitor and oversee department operations to assure that services delivered are of high standard and in compliance with statutory applicable laws, rules, codes, regulations, and applicable standards established by federal, state, and local laws; Assist in the study and standardization of departmental policies and procedures to improve efficiency and effectiveness of operations;
• Become familiarized with the City’s utility assets to establish and maintain effective public relations in a complex environment involving technical and non-technical personnel; respond to inquiries from internal and external customers, regulatory agencies, or members of the professional community; respond to, analyze and resolve difficult inquiries or complaints;
• Represent the department to the City Council and City Manager and make presentations and recommendations as directed by the Director; manage presentations to city, state and municipal officials, citizen groups and other policy-making entities regarding current and future development, planning, designing, construction, maintenance, or operation of city utilities as it relates to the Public Services Department;
• Assist the Director in preparing and documenting budget requests; administer adopted budget in assigned area of responsibility;
• Determine applicable codes, regulations, and requirements for assigned projects;
• Oversee the preparation of engineering plans and specifications, bidding, competency of contractors and vendors, and the selection criteria for public contracts administered or managed by the Public Services Department;
• Oversee project management for the construction of assigned Public Services projects; Oversee assigned projects to ensure contractor compliance with scope, schedule, and budget;
• Monitor and prepare all reports to ensure the City is in compliance with the provisions of the Georgia Safe Drinking Water Act to operate a public community water system;
• Ensure the accuracy of the City’s utility mapping by maintaining, updating, and collecting field data for the City’s water and sewer system mapping;
• Supervise, trains, develops, and evaluates maintenance activities by subordinate staff;
• Attend and participate in training opportunities and seminars relevant to this position;
• Develop, implement, and participate in local public education program on water and wastewater topics;
• Attend and participate in professional group meetings and activities in order to maintain a high level of competence in the latest trends and techniques in the public services industry;
JOB SCOPE
Work involves the responsibility for short range and long range planning, survey, design and inspection of water & wastewater utilities projects. The employee delegates day-to-day activities to supervisory staff, but performs unusual tasks which require a high degree of skill and technical knowledge personally. The employee exercises independent judgment and discretion on all technical matters within the department subject to guidelines set by the Mayor and Council and the City Manager. Employee reports to the Public Services Director for review of work and evaluation of performance..
