The Opportunity
The Corporate Asset Management Department is part of the Infrastructure and Growth Management Division. This department leads the City's long term infrastructure planning for growth and renewal, and establishes Engineering Policies and Standards. In addition to infrastructure-specific work, CAM leads and advances asset management initiatives for all corporate assets, ensures compliance with the Provincial asset management regulation and participates in coordinating the City's corporate capital plan.
Under the guidance of the Senior Asset Management Program Coordinator, the Asset Management Analyst collects, maintains, analyzes, and reports asset management data to advance the City's asset management program.This position coordinates cross-departmental efforts to standardize data collection, update processes, and implement tools that enhance data quality and reporting. Through detailed analyses of asset conditions, risks, budgets, and lifecycle needs, the Analyst delivers data-driven insights for capital planning, risk mitigation, and regulatory compliance (e.g., Ontario Regulation 588/17). The role also supports business case development, grant applications, and financial reporting, aligning asset management initiatives with the City's strategic goals. The Asset Management Analyst provides leadership on data best practices, delivering key metrics and reports to help City staff and Council make informed decisions that balance service levels, risk, and lifecycle costs.

Education (degree/diploma/certifications)
- Four (4) year University Degree in Data Analytics, Business, Engineering or a related discipline
- Eligibility for and willingness to obtain Asset Management Certification such as those offered through the Institute of Asset Management, (IAM) or The Institute of Public Works Engineering Australia (IPWEA) acquired within 3 years

Experience
- Five (5) years of experience performing duties related to the above mentioned major responsibilities
- Demonstrated experience in a data analytics environment, using, supporting, and managing data solutions, business systems, visualization tools and related technologies
- Demonstrated experience maintaining, extracting, analyzing and reporting technical asset management data
- Demonstrated experience engaging and leading stakeholders, and working with cross-functional teams
- Demonstrated experience with process mapping, assessment and redesign
Knowledge/Skill/Ability - Working knowledge of the following legislation, regulations, or requirements: Ontario Regulation 588/17 - Asset Management Planning for Municipal Infrastructure
- General knowledge of the following principles and standards: Asset management principles; ISO55000
- Demonstrated Ability to:
- Interpret and analyze data; identify challenges or opportunities; and make recommendations
- Effectively present data in reports for technical and non-technical audiences

- Advanced computer literacy using the following systems and software: Microsoft Office Suite (Excel, Outlook, PowerPoint, Word, Project), ArcGIS, visualization tools like Power BI

Other Important Information
Location: City Hall, 70 Collier Street, Barrie, Ontario
- Please note that the City has a Hybrid Work Program Policy in place that may allow for a hybrid work arrangement for employees who meet eligibility requirements.
Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement.
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2025 pay range:
- Pay Level: Level 8
- Yearly Salary: $74,092.20 to $88,816.00
- Hourly Pay Rate: $40.71 to $48.80
