The Opportunity
Reporting to the Chief Human Resources Officer (CHRO), the Vice President, Business Partnerships & Labour Relations will lead the modernization of HR service delivery, strengthen business partnerships, and enhance Metrolinx’s labour relations strategy. As part of its HR transformation strategy, Metrolinx is evolving its Strategic HR Business Partner (SHRBP) model to create a more agile, structured, and proactive HR function. This tiered model not only aligns HR services with leadership levels to enhance workforce planning, strategies, talent retention, and business impact but also presents a significant opportunity to transform the function into a more strategic and client-centric team. Rather than maintaining the current state, this evolution aims to elevate HR’s role as a key driver of organizational success, ensuring it is forward-looking, responsive, and deeply integrated with business needs.

You will provide guidance and act as a trusted advisor to executive leader clients, enhance employee experience and organizational performance and consult on the development/support the implementation of enterprise HR programs
What You Will Drive
- Executive Advisory & Workforce Strategy – Serve as a trusted advisor to senior leadership, shaping enterprise-wide workforce and talent strategies
- Strategic HR Leadership & Business Alignment – Align HR strategy with business needs, leveraging workforce analytics and the Strategic HR Business Partner (SHRBP) model to optimize organizational design.
- Transform HR Service Delivery – Design and implement a standardized, scalable HR model that enhances efficiency, improves client experience, and integrates workforce analytics.
- Labour Relations & Compliance Leadership – Provide strategic oversight of labour relations strategy, fostering collaborative union partnerships and ensuring fair, sustainable workforce agreements that align with organizational goals.
- Employee Engagement & High-Performance Culture –Support implementation of effective people strategies, performance & succession planning strategies, and a culture of continuous improvement.
- Employee & Workplace Relations Leadership – Oversee Workplace Harassment & Discrimination and Alternative Dispute Resolution functions, ensuring ethical and legally compliant resolutions.
- Data-Driven HR & Performance Measures – Leverage HR analytics, KPIs, and workforce planning insights to optimize HR service efficiency and enhance talent retention.
- Strong People Leadership – Build a collaborative team culture across HR and the broader business, champion professional and respectful behaviour, drive a coaching mindset to support high performance of team and foster an inclusive environment.
