Salary: $70,000 - $80,000
OBJECTIVE
The Finance Manager is a full-time, administrative position that reports directly to the General Manager. The Finance Manager oversees all financial administration, including banking, payments, accounting, records and financial statements and reports of the Nigigoonsiminikaaning First Nation. The Finance Manager is responsible for the implementation of policies and procedures to ensure the effective and efficient administration of the finances of the First Nation and is responsible for the supervision of the Finance Assistant.
DUTIES AND RESPONSIBILITIES
- Policy Development
- Plans and reviews finance policy from time-to-time and makes recommendations for change to the General Manager.
- Assists the General Manager to research information and analyze implications of alternatives being examined by Chief & Council.
- Assists the General Manager to make recommendations to Chief & Council for amendments to financial administration policy and procedures.
- Financial Administration
- Assists the General Manager in the preparation of special and annual service and development plans and budgets for Chief & Council.
- Conducts regular variance analyses, identifies required adjustments in the First Nations approved budgets, and reports to the General Manager.
- Assists the General Manager to prepare submissions to the Chief & Council for amendment of budgets.
- Ensures the validity of transactions, the distribution of expenditures by account and the maintenance of validating documents to facilitate internal audits.
- Ensures that the computerized accounting system for the First Nation works properly and is up to date.
- Supervises general accounting including maintenance of general ledgers and payroll records and the preparation of monthly financial reports.
- Reports budget variance analysis monthly to line managers and the General Manager.
- Assists the General Manager in the preparation of financial documents and reports for meetings of the Chief & Council as well as financial reports required by the Government, Ministries, and other funders.
- As requested, prepares monthly projected cash flow, budget variance analysis, financial analysis and year-end reports for the General Manager as requested.
- Assists the Chief & Council to liaise with government and private organizations regarding funding and service expenditures.
- Provides orientation and training to all First Nation staff in financial policy, procedures, and documentation.
- Supervise the preparation of all cheques, ensuring timely payment of accounts.
- Ensures the completion of deposits and withdrawals from First Nation accounts.
- Provides information and documentation to the First Nation auditor and assists the General Manager in reviewing draft and final statements from the auditor.
- From time-to-time, conducts financial review and analyses, reporting to the General Manager on specified expenditure areas, such as fixed assets, salaries, group insurance or benefits.
- Ensures that financial files and records of the First Nation are up-to-date, properly organized and securely stored.
- General Administration
- Assists in the development and maintenance of the job description and salary schedule for the Finance Assistant.
- Prepares monthly reports to the General Manager on financial administration.
- Staff Supervision
- Participates in recruitment and selection of the Finance Assistant
- Assigns work to the Finance Assistant.
- Provides day-to-day supervision of the work of the Finance Assistant.
- Annually appraises the performance of the Finance Assistant and prepares reports for personnel records and the General Manager.
- Reviews and reports on the performance of the Finance Assistant and recommends reassignments, transfers, promotions, demotion, salary changes, discipline, and termination to the General Manager.
- Approves time records, training, PD, and any leaves or absences of the Finance Assistant.
- Supervises and conducts the orientation and training-on-the-job of the Finance Assistant to ensure effective performance of their respective duties and assignments.
- Other Duties
5.1 Performs other related duties assigned by the General Manager.
QUALIFICATIONS and EXPERIENCE
- Bachelors degree in accounting, commerce or business administration and CMA or CGA certification plus four years experience in a senior accounting position or two years experience in managing financial accounting. OR
Community College Diploma in business administration and CMA or CGA certification plus eight years experience in managing a financial accounting unit.
- Knowledge of the community and family structures, customs and traditions, and administrative structure and operations of First Nations.
- Experience in budgeting, accounting, variance analysis and reporting for a government agency or non-profit organization.
- Experience in the administration of payroll, salary, and benefits.
- Experience in supervising.
- Experience in the use of computer accounting systems on microcomputers.
- Experience in the preparation of detailed financial statements and reports for senior management.
- Experience in reviewing and maintaining financial administration policies, procedures, and documents.
SKILLS and ABILITIES
- Ability to work with staff and volunteer committees on financial administration.
- Ability to provide orientation and training to staff in financial administration.
- Ability to speak Ojibway is preferred.
TERMS AND CONDITIONS
- Possess or obtain First Aid/CPR Certificate.
- Provide a Criminal Reference Check satisfactory to the First Nation.
- Must have a valid Drivers License and vehicle access or must have reliable means of transportation in order to complete on-site banking transactions.
- Must be willing to travel.
EVALUATION
The Finance Manager shall be evaluated annually by the General Manager on or about the anniversary date of hire.
