FinDev Canada is Canada’s bilateral Development Finance Institution (DFI), supporting development through the private sector. The Opportunity
FinDev Canada is seeking a purpose driven, transformation minded executive to serve as Vice President, Chief Finance and Operations Officer (CFOO). Reporting directly to the CEO, this role consolidates executive accountability for Finance, Digital Office, Operations, and People & Culture – the enterprise backbone that enables strategy, growth, risk discipline, and institutional effectiveness. The successful candidate will be a credible, senior finance leader who can oversee, challenge, and support Finance while driving our Digital journey, and providing strong enterprise oversight of Operations and P&C.
Operating model context: FinDev Canada partners with its parent company, EDC, through a Master Service Level Agreement (MSLA) covering a defined set of corporate and transactional services (e.g., core finance operations, procurement, facilities, security, travel, and select HR administration). The CFOO is accountable for enterprise strategy, risk, and results across these functions – drawing on EDC’s SLA delivery for transactional needs while retaining inhouse leadership of all strategic and value creating activities.
Key Responsibilities
Finance
- Provide senior level oversight of planning, budgeting, forecasting, reporting, and financial governance; ensure compliance, control effectiveness, and audit readiness; lead auditor relations and audit cycles.
- Lead finance related strategy for concessional finance, technical assistance, international branch expansion, and administrative expense management; steward relationships with relevant government counterparts.
- Coach, prioritize, and challenge the Finance function to deliver insight, discipline, and transparency across a multistakeholder environment.
- EDC interface: Oversee SLA performance for core transactional finance services delivered by EDC (treasury, accounting/reporting, loan servicing, A/P and A/R), ensuring service quality, issue escalation, and continuous improvement against agreed KPIs.
Digital Office & Enterprise Technology
- Provide executive leadership across digital delivery and governance, enterprise systems, data platforms/analytics, cybersecurity, and IT operations.
- Ensure value realization from digital investments, including data and AI enabled capabilities; drive roadmap execution with clear outcomes, benefits tracking, and risk management.
- Align technology, data, and security with enterprise strategy; champion cloud first approaches and targeted build/buy to advance agility, resilience, and insight.
- EDC interface: Where key data (e.g., finance/HR) reside within partner systems, govern dependencies with EDC technology owners to ensure security, privacy, continuity, and interoperability. Oversee SLA performance related to digital, systems, and cyber.
Operations
- Provide executive oversight of corporate operations, strengthening operational integrity, scalability, and service experience as the organization grows.
- Establish operating rhythms that drive risk aware, efficient processes ,and continuous improvement.
- EDC interface: Oversee overall MSLA relationship with EDC, as well as SLA performance and relationships for procurement, facilities/real estate, security, and travel – driving reliability, risk management, and cost stewardship.
People & Culture (P&C)
- Oversee enterprise level organizational development, culture and engagement, workforce planning, and talent management aligned to our values.
- Ensure robust leadership development, performance management, and capability building frameworks that support growth and inclusion.
- Advance P&C’s strategic pillars: (1) Workforce Planning & Talent, (2) Culture & Engagement, (3) Performance & Capability.
- EDC interface: Oversee SLA delivery for payroll, pension/benefits administration, and pay equity compliance; integrate these services into a cohesive people strategy while evolving internal P&C capabilities.
Executive Integration & Enterprise Leadership
- Serve as a core member of the Executive Team, aligning enabling functions to accelerate business delivery, transformation, and growth.
- Lead applicable planning and governance rhythms that improve prioritization, investment decisions, and cross functional execution.
- Partner closely with the CEO, other VPs, and Board/Committees as appropriate, and EDC senior leaders to strengthen institutional partnerships and ensure organizational coherence and operational excellence.
Education & Experience
• 15+ years of progressive leadership, including a minimum of 10 years in senior leadership roles with executive‑level accountability across two or more of: Finance, Operations, Digital/IT, and People & Culture within complex or multi‑stakeholder environments.
• Strong CFO‑level financial expertise (planning, controls, audit, reporting, governance) enabling credible oversight, challenge, and support of the Finance function.
• Significant experience sponsoring or leading major digital or enterprise transformations, including modernizing enterprise systems, data capabilities, or technology‑enabled processes (cloud, data platforms, cybersecurity, automation, AI), with demonstrable governance quality, delivery rigor, and value realization.
• Advanced academic qualifications, such as a graduate degree in business, finance, or a related field (MBA, CPA, or equivalent considered an asset).
• Bilingual in both official languages (English and French) preferred.

Position Details
- Location: FinDev Canada’s headquarters is in downtown Montreal. For the right candidate, Ottawa or Toronto will be considered. FinDev Canada operates in a hybrid work environment, currently requiring leaders to work in the office 3 days per week.

- Salary: $215,095 - $250,000 plus short-term and long-term incentives.
