Reporting to the Manager of Parking Operations, the Supervisor of Parking Collections is responsible for the direct supervision of staff and contractors involved in the operation, maintenance and monitoring of parking payment and revenue systems for both on-street parking and within municipal carparks and parking facilities.
The Supervisor ensures system reliability according to current standards, revenue integrity, customer service excellence, and compliance with municipal standards, while supporting on-going modernization and continuous improvement initiatives.
The Supervisor also assists with winter operations in municipal parking facilities and carparks and participates in after-hours as required.
GENERAL DUTIES
Plans, organizes and assigns daily work activities for staff responsible for parking payment equipment, including mobile pay and cashless parking applications, and integrated parking management platforms, and related field operations.
Oversees the performance, functionality, and availability of parking technologies, including pay stations and equipment, mobile and cashless parking applications, back-office and enforcement integration platforms.
Coordinates preventative maintenance, troubleshooting, and timely repair of parking equipment to minimize service disruptions and revenue loss.
Supports deployment, testing, and transition of new parking technologies, system upgrades, and pilot programs.
Ensures accuracy and integrity of parking transaction data across multiple platforms and vendors.
Monitors trends and operational data to identify system issues, revenue anomalies, and opportunities for process improvement.
Ensures appropriate inventory levels for parts, supplies, and equipment related to parking operations.
Provides direct supervision, coaching, and performance management of unionized staff in accordance with collective agreements, policies, and procedures.
Develops and empower staff through delegation, technical guidance, regular feedback, and training related to evolving parking technologies.
Promotes a customer focused, safety conscious, and collaborative work environment.
Participates in recruitment, interviews, and onboarding for staff vacancies.
Receives, investigates, and resolves service requests, complaints, and inquiries related to parking equipment, pay by plate transactions, and mobile payment applications. Communicates effectively with residents, businesses, BIAs, elected officials, internal departments, and external vendors.
Acts as a liaison between Parking Operations, vendors, enforcement staff. and other internal staff to resolve system or customer issues.
Directs and oversee work performed by external contractors and technology vendors to ensure service levels, safety standards, and contractual obligations are met.
Monitors vendor performance related to parking equipment maintenance, software platforms, and system support.
Assists with contract administration, service reviews, and cost control measures.
Ensures compliance with occupational health and safety legislation, WHMIS, municipal policies, and safe work procedures.
Investigates accidents, incidents, claims, and unsafe conditions involving staff, contractors, or the public.
Participates in legal and insurance processes, including examinations for discovery, as required.
Assists in planning and supervising snow clearing and winter maintenance operations in municipal parking facilities.
Participates in rotational standby coverage and respond to operational or system emergencies outside regular working hours.
Designs, recommends, and implements strategies to improve service delivery, system reliability, and operational efficiency.
Supports change management initiatives related to parking modernization and digital service delivery.
Promotes best practices in customer service, accessibility, equity, and data driven decision making.
Performs other duties as assigned, which are directly related to the responsibilities of the position.
QUALIFICATIONS
- Post-secondary education in operations management, facilities management or related field, or an equivalent combination of education and supervisory experience, preferably in a municipal or public sector environment.
- Certification as an Accredited Municipal Professional (AMP)or similar program would be an asset.
- Demonstrated experience managing staff in a unionized environment.
- Experience with modern parking operations, including pay-by-plate systems, mobile parking applications, and integrated parking management platforms.
- Previous experience with quality assurance, continuous improvement and change management programs.
- Strong interpersonal, communication, and customer service skills, with the ability to manage sensitive issues diplomatically.
- Proven organizational and problem-solving skills, with the ability to manage competing priorities in a fast-paced environment.
- Knowledge of occupational health and safety legislation and regulations.
- Experience supporting winter operations or outdoor municipal services is an asset.
- Must possess a valid Class “G” Driver’s Licence.
- Proficiency with computers and technology, including operational systems such as Microsoft Windows platform. Knowledge GIS would be an asset.
THIS POSITION REQUIRED A VALID CLASS “G” DRIVER’S LICENCE AND PROOF THEREOF IS REQUIRED AFTER HIRE.
NOTE: Must be available to work outside business hours and participate in rotational standby coverage.
