Reports to the Parking Enforcement and School Safety Supervisor. Parking Control Officers (PCO) investigate and enforce vehicles within the City of Hamilton pursuant to By-laws including On Street Parking, Private and Municipal Property, Parks, Fire Routes, Anti-Idling, Boulevards/Front Yard/Side Yard parking, Municipal Car Parks and all other City of Hamilton Parking related by-laws. The PCO reviews, investigates and resolves inquiries and complaints. The PCO issues administrative penalties to vehicles.
GENERAL DUTIES
Patrol city streets and private property with a city issued vehicle and on foot.
Investigate and analyse complaints related to vehicles parked, stopped, or idling on city streets and all property types to determine if there is a violation. Enforcement jurisdiction includes roadways, sidewalks, boulevards, commercial and residential property, construction areas, and Special Enforcement Areas including schools, parks, and waterfall areas.
Interpret and apply the appropriate City of Hamilton Bylaws, ensuring the correct section is selected and elements of the offence are met. Collect written, digital, and photographic evidence related to the bylaw and issue vehicles Administrative Penalties. The PCO may be required to have vehicles towed.
Attend private property and review documents in relation to property ownership. Documents may include agent authorization forms written by land owners, tenant lease agreements, or deeds.
Operate equipment such as a vehicle, bicycle (voluntary), two-way radio, cell phone, computer, camera, and basic measuring tools to ensure accurate evidence related to investigations.
Liaise with third party departments/agencies to affect enforcement on a vehicle or area. Third party departments include: Hamilton Police Service, Hamilton Fire Department, Municipal Law Enforcement, Licensing, Boulevard Investigators, Towing Officer, Private Property Information Officer, Animal Control, or Traffic department regarding sign deficiencies.
Conduct patrols with limited supervision, usually working alone and making decisions independently. Foot and bicycle patrols (voluntary) at times consist of uneven terrain, slopes, standing, walking, and cycling for long periods of time.
Communicate with the public at vehicle complaints, school zone enforcements, or during proactive patrols, and often communicate in tense situations where individuals are defiant to compliance or enforcement.
Assess properties and determine the property lines for the purposes of enforcement or resolving neighbour disputes. The PCO may obtain property line information by utilizing the G.I.S interactive maps software or liaise with the Parking Enforcement/After Hours Dispatcher.
Identify abandoned vehicles on private/municipal property and city roadways. Perform priority or scheduled tows as required.
Maintain paper and computerized records for investigations, such as daily activity logs.
Must be flexible in work schedules and available to work overtime and rotating shifts as required. Must be able to days, afternoons, and nights, rotating days off.
Work in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.
Perform other duties as assigned which are directly related to the major responsibilities of the job.
QUALIFICATIONS
- Previous work experience issuing tickets in the field. Preference will be given to candidates with ticket issuance related to parking/municipal law infractions. Preference will be given to candidates with post-secondary diploma or higher in a directly related field of study (Police Foundations, Criminology, Protection Security and Investigation, etc) in conjunction with the requirements listed below.
- Successful completion of the Municipal Law Enforcement Officer’s Association’s Basic and Court Preparation courses would be an asset.
- Highly developed customer service and interpersonal skills and proven ability to deal with people in difficult situations. Conflict management resolution skills would be considered an asset.
- Excellent communication skills to deal effectively with all levels of staff, elected officials and the public.
- Demonstrated ability to maintain accurate records and logs.

- Must possess and maintain a valid Class "G" Driver's License in the Province of Ontario and a point-free driving record and/or record found satisfactory to the City of Hamilton.
- As a condition of employment, the successful applicant(s) will be required to obtain a satisfactory Criminal Records Check, at their own expense, prior to beginning work in this position.
