Reporting to the Senior Project Manager, this position undertakes various duties related to the on and off-street parking operations including the review and creation of parking by-law regulations, special event, filming and temporary permits, assisting on capital projects, supporting the asset management program and responding to customer inquiries.
GENERAL DUTIES
Assesses and provides technical comments on proposed roadway changes due to traffic installations such as signals, crosswalks/crossovers, transit infrastructure and sustainable mobility infrastructure.
Perform technical reviews and provide comments on capital projects from a parking design and policy perspective to ensure alignment with the City of Hamilton Official Plan, Zoning By-law, Transportation Master Plan, and Parking Master Plan.
Assists in the evaluation and creation of parking by-law regulations and corresponding work orders.
Assists in the review and evaluation of special event, temporary, and filming permit applications.
Assist in the development and review of municipal parking policies, By-laws, zoning regulations, and guidelines as they relate to parking design, functionality, and land use compatibility.
Develop and monitor performance metrics related to municipal parking concerns (e.g., parking occupancy rates, turnover rates, violations, customer satisfaction) to assess the effectiveness of parking programs and inform decision-making.
Reviews and comments on construction management plans as they relate to municipal parking.
Assist in capital projects such as the implementation of credit card/license plate reading payment machines, pay-by-phone and GIS technology as required including data collection, conducting field reviews, taking measurements, and statistical compilation.
Support the implementation and ongoing enhancement of the Parking Asset Management Program.
Responsible for triaging and responding to customer (general public, Councillors, internal staff etc.) inquiries ensuring that departmental communication guidelines are met and tracking outstanding/resolved issues.
Conducts specialized studies and/or field investigations related to parking operations including occupancy studies, measurements related to boulevard parking, layout reviews, inventory and roadway safety considerations.
Participates on various corporate committees as required.
Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.
Perform other related duties as assigned which are directly related to the major responsibilities of the job.
QUALIFICATIONS
- Proven knowledge of the principles, theories and practices of Traffic Engineering and Transportation Planning normally acquired by attaining a Traffic Engineering Technology or Urban & Regional Planning diploma or an equivalent combination of education and experience.
- Experience in transportation or municipal planning, preferably with exposure to parking policy, urban design, or infrastructure planning including the review of traffic signing, traffic control devices, pavement markings, traffic calming devices, various technical manuals and traffic safety.
- Possess a demonstrated record of technical competence and customer service focused skills.
- Must have demonstrated excellent time management and communication (written and verbal) skills.
- Certified Engineering Technologist (C.E.T) or Certified Planning Technician (C.P.T) is preferred.
- Experience in a computerized environment with proficiency in Microsoft Software (Word, Excel, Outlook, Access, D365). Proficiency in GIS, and database systems is considered a strong asset
- Knowledge of Occupational Health and Safety Act, Ontario Highway Traffic Act, Planning Act, Municipal Act, Official Plan, Zoning-By-law and other relevant City of Hamilton policies.
- Knowledge of Ontario and National Manuals of Uniform Traffic Control Devices (MUTCD), Ontario Traffic Manual, Transportation Association of Canada (TAC) and other relevant technical manuals.
- Possess valid Class “G” Driver’s Licence.
