
Senior Budget Officer
(Permanent, Full-Time)

The West Vancouver Financial and Corporate Services Division is accepting applications for a permanent, full-time Senior Budget Officer position. Reporting to the Manager, Financial Planning and Analysis, the Senior Budget Officer provides expertise and leadership in the development and management of operating and capital budgets, financial and business planning, and reporting.
Key responsibilities for this position include:
- Supporting the development and preparation of the annual operating and capital budgets and the consolidated five-year financial plan bylaw;
- Supporting the District’s multi-year plan process, monthly and quarterly financial reporting process and analyzing key business issues;
- Supporting capital planning by developing annual budgets and long-term plans with service areas, assessing needs, estimating costs, and prioritizing projects within funding capacity.
- Coordinating annual process to develop and publish the five -year financial plan document;
- Maintaining regular reporting and providing ad-hoc analysis using ERP systems;
- Managing complex financial and non-financial data, collecting, verifying, structuring, analyzing and presenting information from multiple sources on an ongoing basis;
- Reviewing relevant reports with the stakeholders.
- Assisting in the budget amendment and quarterly forecast processes;
- Assisting with the development and implementation of financial systems and financial reporting tools to provide management information;
- Preparing supporting information for presentation of budget and financial information to senior management.
- Establishing and maintaining effective working relationships with internal and external contacts.
- Participates in other duties and special projects as assigned.
The preferred candidate will possess:
- Significant knowledge of accounting frameworks and best practices; excellent analytical, communication, and leadership skills; in-depth experience with analytical & financial tools including large-scale ERP systems;
- A Bachelor’s Degree or greater in Finance, Accounting, Management or a related field. A professional accounting designation (e.g. CPA) is required with at least 5 years of related budgeting experience, requiring extensive analysis of financial information in a complex organizational environment.
- Knowledge of Public Sector Accounting Board standards and experience with accounting/financial reporting is preferred, as is in-depth knowledge of relevant computer applications and working knowledge of ERP systems;
- Strong interpersonal and communication skills are desired with the ability to provide financial advice and guidance to non-financial internal clients, the ability to foster collaboration in a complex organizational environment.
The successful candidate will be required to supply an acceptable police information check and a copy of their credential.

Exempt – Permanent, Full-Time
Hours of Work:
35 hours per week (hours and days of work may vary)
Starting rate of pay:
$106,170 – $119,460 per annum (2025 rate)
