Who We Are:The Village of Granisle is a small community of 337 people (2021 census) located in Northern British Columbia on Babine Lake accessed via Highway 118 that connects to Highway 16. As an incorporated municipality we own and operate several properties, services and local government functions for the community. These operations are handled by the administrative and public works department working together in a small team environment.
Qualifications:- Grade 12 or equivalent (Secondary School Certification of Graduation)
- Computer and Digital Skills (Microsoft products, email, internet, etc).
- Valid Class 5 Drivers License; air endorsement also a preference
- Experience in operating and repairing equipment and heavy equipment (ex. Backhoe, Grader, Loader, Dump Truck, Lawnmowers, etc)
- Strong oral and written communication skills
- Strong and proven time management skills (to schedule, supervise and effectively manage a team).
- Experience and ability to carry out basic maintenance and repair of a variety of infrastruture
- Physical ability to lift light (<22lbs), medium (22-44lbs), or heavy (44lbs+) loads
- The applicant must be certified as a Level II Water Operator via the Environmental Operators Cetrification Program (BC). Consideration may be given to Level I Water Operator, but it would require that they be able to successfully obtain Level II certification within the probationary period.
- The applicant must hold Small Wastewater Certification via EOCP (BC), but preference for Level II or Level 1 Waste Water Operator certification, in that order
The Position:Due to an upcoming retirement we are looking to fill the position of
Foreman for our Public Works Department. It is a permanent, full-time addition to the team. If you are a self-motivated, experienced and civic-minded team player and leader, who enjoys a varied and diverse day-to-day workload, then this may be the right role for you. In addition to regular hours, overtime, standby and weekend-work are expected as part of the position as needed. This position is unionized under a collective agreement.
The Foreman must demonstrate excellent interpersonal and communication skills, be capable of independent judgement and possess a strong sense of initiative and flexibilty in order to run an effective team, build a safe work environment, manage contractors and develop strong inter-departmental relations between administration and public works. The Foreman reports to the Chief Administrative Officer.
It
includes, but is
not limited to:
- Providing for and being responsible for the safe and efficient day-to-day and long-term supervision, direction and operational planning of the public works department.
- Assisting with all reporting requirements to applicable regulatory bodies, requiring digital skills and and handling paperwork.
- Purchasing goods and services related to specific projects and operations.
- Maintaining the working inventory of materials needed for infrastructure maintenance and operations. Supervision, planning, operation and maintenance of our municipal water, waste water, and storm systems; municipal tools, equipment, and machines; municipal owned or operated buildings and facilities including parks, campgrounds and recreational spaces; municipal road and drainage systems, as well as fire hydrants; of of our garbage collection and snow & ice removal/clearing services; and of our biomass system.
- Promoting work safe practices and serving on the Health and Safety Committee, including attending meetings
- Ensuring that public works operations are carried out in accordance with the Village’s policies and procedures
- Providing recommendations and supporting documentation to the Chief Financial Officer for budgets, staff training, equipment requirements, special projects and participate in the hiring process for new Public Works staff
- Administer timesheets, work order, purchase orders, and other documentation involved in public works operations
- Being available for co-ordination/response to after hour emergencies
- Attending Council Meetings and participate in other meetings are required or called upon by the Chief Administrative Officer
- This position participates in all the day-to-day activities and duties of public works alongside the team, in a range of indoor and outdoor manual work, entailing physical effort to perform a vareity of skilled operations, equipment use (including heavy equipment), in a workplace that is exposed to all weather conditions and environments.
