Scope
We are currently hiring a Building Inspections Manager who will play an integral role within the Planning & Development’s Building Division.
Reporting to the Director, Building Division, the Building Inspections Manager is responsible for overseeing the operation of the Building Inspections section while leading and managing a team of unionized building officials and inspections staff.
Responsibilities
The Building Inspections Manager is responsible for:
- Ensuring the construction of residential, commercial, institutional and industrial structures and facilities is in conformance with established building, fire, health and safety codes, by-laws and associated standards within the City.
- Administering enforcement of building standards, policies, procedures, and programs, by interpreting by-laws, codes, and regulations. The position will also involve advising consulting engineers, architects, developers, contractors, and the public in these matters.
- Assisting in the development and implementation of requirements and standards associated with applicable by-laws and codes, for the construction and alteration of City owned buildings and acting as a consultant to the Board of Variance on by-law and code matters relating to building construction.
- Leading the Building Division’s efforts in the enforcement of City by-laws and Building Code regarding non-permitted construction.
- Leading a team of unionized employees in Building Official roles.
- Performing a variety of other duties as required.
Qualifications- Completion of a Bachelor's degree in architecture or engineering from a recognized university, or be a Registered Building Official as Defined by BOABC with supporting diploma and experience, plus a minimum of 7 years progressively responsible related experience. An equivalent combination of education, training and experience may be considered.
- Thorough knowledge of building code and by-law enforcement, field inspection standards and practices is required along with the ability to review and interpret complex technical reports, provide guidance and leadership, and communicate effectively.
- Registration with APEGBC, AIBC or BOABC is required.
- Directly related experience within the public sector or municipal environment is preferred.
- Management and/or supervisory experience in a unionized environment is an asset.
- Strong interpersonal and communication skills with the ability to adapt to a wide variety of stakeholders.
- Ability to provide service, think critically, and deliver results to mutually meet the needs of developers, consultants, and members of the public, while maintaining corporate priorities.
- Exercises sound judgment and strong communication skills to build effective working relationships, recognizing that effective outcomes in inspections are achieved through professionalism, collaboration, and problem‑solving rather than enforcement alone.
- Completion of a Police Information Check required.
- A valid and unrestricted driver’s license is required.
