Scope
The Planning and Development Department’s Housing and Social Development Division leads the City’s efforts to expand non market, affordable, and supportive housing, address homelessness, and advance social plans, policies, and projects. The Division works collaboratively with other government and nonprofit agencies to equitably respond and identify solutions to Surrey’s priority social needs and issues.
The Housing and Social Development Division is seeking a Social Development Lead to play a key role in providing strategic advice, and developing and implementing responses to current and emerging social issues in Surrey. This position reports to the Manager of Housing and Social Development.
Responsibilities
The Social Development Lead is responsible for researching and advising on a range of social issues, developing and implementing plans, projects and initiatives, convening and participating in interest-holder partnerships, and responding and problem-solving emerging issues. Roles and responsibilities will include:
- Provide information and strategic advice and technical expertise to support the City’s responses to a range of social issues.
- Facilitate and/or participate in a variety of committees, community-based coalitions and other interest-holder meetings.
- Support the development and implementation of community-based projects and events.
- Design and manage community engagement processes, including processes that engage people with lived and living experience.
- Conduct community-based research projects utilizing both quantitative and qualitative methodologies.
- Contribute to development of plans and policy recommendations for addressing social issues and informing advocacy.
- Prepare reports and share information, in a variety of formats, for a range of audiences including elected officials, senior management, community interest-holders and the public.
- monitor and prepare funding applications and administer/manage grants and agreements.
- Advise and collaborate on other City Departments’ planning processes and projects as needed.
- Performs other duties/responsibilities as assigned.
Qualifications- Completion of a Bachelor’s degree in social planning, public policy or a related discipline from a recognized post-secondary educational institution, plus a minimum of 7 years of related experience or completion of a Masters degree with a minimum of 5 years of related experience.
- A Masters Degree is preferred.
- An equivalent combination of education, training and experience may be considered.
- Knowledge of a range of social issues and demonstrated experience in social planning and/or policy work.
- Experience working in government and/or the non-profit sector.
- Strong critical thinking, interpersonal, public engagement and communications skills, as well as considerable judgement, professionalism, diplomacy and discretion.
- A valid and unrestricted driver’s license.
- This position requires completion of a Police Information Check.
