Doctors Nova Scotia (DNS) is the professional association representing all physicians in the province, with over 5,500 members including practicing and retired physicians, medical students, and residents. Reporting to the Director, Physician Compensation and Negotiations, the Program Manager, Physician Agreement & Fee Schedule provides strategic and operational leadership for the implementation and oversight of the Physician Agreement and fee schedule system. This is a central role in contract negotiation support and execution, requiring collaboration with provincial health partners to resolve issues and develop solutions. You will also provide vital leadership within the Physician Compensation function, supervising staff and overseeing consultant support.
Core Responsibilities
In this role, you will lead the implementation and administration of the Physician Agreement and the Association’s work on the physician fee schedule. Your responsibilities include:
- Physician Agreement Management: Coordinate and support the Physician Agreement Management Group (PAMG), providing strategic advice to physician representatives and liaising with the Department of Health and Wellness, Nova Scotia Health, and IWK to resolve implementation issues.
- Targeted Project Funding: Lead the planning, administration, and oversight of annual work plans, identifying priorities and risks while ensuring accurate reporting to protect organizational revenue.
- Fee Schedule & Billing Support: Lead the strategic coordination of the DNS Fee Committee, overseeing the interpretation and revision of the Fee Schedule and supporting physicians involved in billing audits and appeals.
- Leadership: Provide operational and strategic leadership to the team, including the direct supervision of the Compensation Officer and oversight of the Medical Consultant.
- Strategic Communication: Develop education materials for staff and members regarding Physician Agreement matters and provide regular briefings to the Senior Leadership Team and Board.
Qualifications
You are a strategic professional with a deep commitment to advancing the interests of physician members and the evolving needs of the Nova Scotia health-care system.
- Education: A university degree in business, health, or a related discipline (or an equivalent combination of education and experience).
- Experience: A minimum of three (3) years’ experience in a similar role, preferably within the health-care sector.
- Technical Skills: Proficiency with office software, spreadsheets, databases, and digital collaboration tools.
- Strategic Mindset: Proven ability to exercise sound judgment, diplomacy, and discretion in complex situations involving competing priorities.
- Relationship Building: Strong interpersonal skills with the ability to build collaborative relationships with government representatives and health-system partners.
- Project Management: Excellent organizational and analytical skills, with the ability to manage multiple priorities and develop risk mitigation strategies.
